ORDINANCE NO. 2021-23 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING SECTIONS 14.006(C) AND 14.372(A)(2) OF THE SAN MARCOS CITY CODE TO CONTINUE THE RESIDENTIAL HOME IMPROVEMENT EXEMPTION FROM FEES AND TO ENABLE ONE TO PERFORM CONSTRUCTION WORK ON THE HOME OF AN IMMEDIATE FAMILY MEMBER WITHOUT A CONTRACTOR'S LICENSE, UNLESS A LICENSE IS REQUIRED BY STATE LAW; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR THE REPEAL OF ANY CONFLICTING PROVISIONS; AND PROVIDING AN EFFECTIVE DATE. RECITALS: 1. The City Council hereby finds and determines that the adoption of the following ordinance is in the interest of the public health, welfare and safety. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: SECTION 1. Section 14.006(c) of the San Marcos City Code, is hereby amended to read as set forth below. Deleted text is indicated by strikethroughs. See. 14.006. Fees and exemptions from fees. (a) All fees in this chapter are established by City Council. (b) The following entities shall be exempt from all fees imposed under this chapter: (1) Non-profit organizations receiving funds through the City's Community Development Block Grant or Human Services programs; (2) The City when using City employees on a construction project of the City; (3) Contractors hired by the City to work on construction projects of the City; (4) San Marcos Reinvestment Corporation and San Marcos Habitat for Humanity when building new affordable single-family residential dwellings;
