The Executive Session adjourned at 6:35 p.m. on Monday, October 5, 2009. <br />No action was required from Executive Session. <br />4. Invocation <br />Brother Dennis Spire, with Calvary Baptist Church, provided the invocation. <br />5. Pledge of Allegiance <br />Councilmember Jones led the assembly in the Pledge of Allegiance. <br />6. Citizen Comments <br />Randy Rogers, 134 E. Sierra Circle, San Marcos, reported that when he was on the P&Z it came <br />to his attention about the joint usage of school playgrounds. There is a school playground across <br />from office, and it is usually vacant. 60% of school age children are overweight. We need to <br />increase the activity of children, and if they could use a school playground after school hours, it <br />would be a great asset. He was asked in a telephone poll if the city should buy more parkland. <br />He feels we could buy from the school district and jointly share the school grounds for intercity <br />parks. A citizen committee could be appointed. An outside panel could do the research and get <br />information from Austin and bring back a proposal to the City Council. <br />7. City Council Reports • <br />A. Update on the TML Region 10 meeting in December in San Marcos by Councilmember <br />Fred Terry. <br />Councilmember Terry reported on the December 10 TML Region 10 meeting to be hosted by <br />San Marcos at the Embassy Suites. Buddy Garcia, with TCEQ, will be the speaker. <br />Arrangements have been made to tour the wastewater plant, the Wonder World Drive extension, <br />and the car museum. <br />B. Update on CAMPO, the Emergency Management Services Board and the Economic <br />Development Board by Mayor Susan Narvaiz. <br />Mayor Narvaiz reported on CAMPO and the big push regarding non-attainment standards. The <br />review has been pushed back, and they will look at March 2010 to March 2011 to look at our <br />numbers. We are very close to being non-attainment which impacts our federal dollars and our <br />economic development program. She also reported that Congress passed only a 30-day <br />extension on the federal transportation bill. That amounts to one-third of our stimulus funding. <br />The Mayor noted that they are giving through the stimulus package and then taking it away in <br />the funding package. <br />• <br />RM100509 Minutes Page 2
