Mayor Narvaiz reported that the EMS Board is meeting and discussing the consolidation of services. All the regional entities pay into a budget, and the services are similar. We need to look at what is in the best interest of San Marcos as it relates to the return of services. Mayor Narvaiz also reported on the Economic Development Board. The Comprehensive Development process is ongoing. They will be reviewing an implementation plan and will be making recommendations. CONSENT AGENDA 8. Consider approval of minutes. A. September 15, 2009 Regular Meeting B. September 29, 2009 Special Meeting 9. Consider adoption of Resolution 2009-125R, approving a Routine Airport Maintenance Program Grant Agreement between the City and the Texas Department of Transportation for routine maintenance of the San Marcos Municipal Airport; certifying that City matching funds for this agreement are available at this time and authorizing the expenditure of the matching funds, ratifying the City Manager's execution of the grant agreement and related documents; authorizing the City Manager to act in all matters related to the grant agreement on behalf of the City; and declaring an effective date. 10. Consider adoption of Resolution 2009-126R, approving the assignment of a lease of • airport property from Frank E. Bregger and Dollene B. Bremer to William H. McIntosh and Ann K. McIntosh and declaring an effective date. 11. Consider adoption of Resolution 2009-127R, approving the assignment of a lease of airport property from Acie D. Dozier and Bettye S. Dozier to the Dozier Family Trust; and declaring an effective date. 12. Consider adoption of Resolution 2009-128R, approving a license agreement with Hays County for a taxi stand and passenger pick up on Hopkins Street; authorizing the City Manager to sign the license agreement; and declaring an effective date. 13. Consider adoption of Resolution 2009-129R, approving the terms and conditions of the Women, Infants and Children Program contract for public health services between the City and the Texas Department of State Health Services; authorizing the City Manager to execute this agreement on behalf of the City; and declaring an effective date. 14. Consider adoption of Resolution 2009-130R, authorizing the purchase of a 2.981 acre tract of land for public right-of-way purposes, together with 1.697 acres of land for drainage easement purposes in the T.J. Chambers League, Abstract No. 2; authorizing the ON Manager to execute any instruments necessary to consummate said purchase; and declaring an effective date. 15.
