services through existing engineering contracts established with the City and engineer so <br />upon award of the grant to the City, the design activities will begin immediately. <br />The combination of a roof mounted photovoltaic panel installation and a new roof is a <br />good complement of project activities. The new roof will reduce water leak issues <br />associated with roof mounted equipment installations. The new roof being a high <br />reflectance type will also reduce the building heat load and energy associated with air- <br />conditioning. <br />Procurement of contractor resources for the installation of the roof and photovoltaic <br />systems has been reviewed and various contracting methods have been identified to allow <br />the City various options of project delivery. Having various procurement options allows <br />the City some flexibility complying with the project installation delivery schedule <br />ensuring that the project can be delivered in the time frame required by the grant. <br />The City has evaluated the project management risks that could be encountered on the <br />project. To reduce risks associated with the project the City will use a two-tier project <br />management strategy: 1) management of city activities and general project oversight by <br />the City's dedicated project manager and 2) management of the contractor by the City's <br />selected engineer. The contractor will be required to provide a detailed bill of materials, <br />procurement schedule, installation schedule, and schedule recovery plan. The schedule <br />recovery plan will be used as a tool for unanticipated events such as weather and <br />procurement delivery conflicts. <br />Monitoring and Verification Plan <br />The project Monitoring and Verification (M&V) plan will record pre-installation energy <br />consumption conditions and post-installation conditions. The City has already gathered <br />pre-installation energy consumption data from 2003 to present. The M&V plan includes <br />total building electrical and gas metering to measure the effect of the new roof and <br />electrical generation metering to measure the production of new renewable electrical <br />energy.
