Susan Narvaiz
Office of the Mayor
October 28, 2009
Mr. William Clay Harris
Assistant General Counsel, Contracts
Comptroller of Public Accounts
P.O. Box 13528, Room 201
Austin, Texas 78711-3528
RE: Distributed Renewable Energy Technology Stimulus Grant Program
Requisition Number: RE-AG 1 -20 10
Dear Mr. Harris,
The City of San Marcos respectfully submits this application as an eligible municipality to the
Comptroller of Public Accounts for consideration of funding this renewable energy project. The City
proposes the creation of new distributed renewable electrical generation by installing solar photovoltaic
panels on the roof of the City's Activity Center.
With the national interest and prioritization of green living as a strategy to reduce the total energy
use of every community, the City began over a year ago investing in the process. The City Council
budgeted, for fiscal year 2009, $250,000 for "green activities" and developed the "Green Team". The
Green Team is a group of City staff who were tasked with the responsibility of creating a Green Policy
Framework. The City is committed to reducing its use of natural resources, to investing in green
buildings, vehicles and materials, to saving taxpayer dollars through wise energy use/resource
conservation and to improving the overall quality of life in the City. As one of the first activities, the City
partnered with the State Energy Conservation Office (SECO) in 2008 to complete a preliminary, on-site
analysis of all city-owned buildings for the purpose of identifying cost effective energy system retrofit
projects. The City has begun the process of budgeting for the proposed energy saving measures as
identified in the analysis.
The proposed project as listed in this application will produce 200kW of photovoltaic electrical
power as well as reduce the roof heat load resulting in lower air-conditioning cooling energy and costs.
The proposed system will be connected into the grid. The City owns the electrical system and will assure
the consistency of the proposed project with the current systems. The City will continue to own the
Activity Center and is committed to completing the project as described in this application.
Your serious consideration of this application is greatly appreciated. Please let me know if there
is anything further that I, the City Council or City Staff can do to assist in the review of this application.
Sincerely,
Susan Narvai
Mayor
SN/slm
City Hall • 630 East Hopkins • San Marcos, Texas 78666 . 512/393-8090 • FAX 512/396-1576
