established and followed, the City intends to utilize the full allotment of administrative funds allowed <br />under the Federal Register Notice, $1,689,700. <br />J U, I[yii oject c,e J tJJse of V''u,)uid <br />The City will act as the lead agency for the administration of the Funding. While the City will administer <br />and disburse the Funding directly to benefit homeowners and other eligible beneficiaries of the Funding, <br />the City may also elect to procure a consultant or a subrecipient to manage the individual programs. <br />Administration of the Funding by the City will provide the assurance that program activities reach <br />affected residents in a consistent and coordinated manner. The City will implement the programs and <br />activities detailed in this Action Plan primarily through dedicated staff, consultants and third -party <br />contractors. <br />City staff (or designee) dedicated to the administration of the Funding will be responsible for complying <br />with the significant federal requirements related to financial management and control, programmatic <br />compliance and monitoring, affirmatively furthering fair housing, the prevention of <br />fraud, waste and abuse. These staff members will be responsible for administering all aspects of the <br />City's CDBG-DR Program, including oversight of all consultants and subrecipients, reporting in the <br />Federal Disaster Recovery Grants Administration (DRGR) system, as well as coordinating the activities of <br />other agencies in relation to the flooding recovery. All administrative processes will be managed in a <br />manner consistent with the Certifications offered by the City prior to submission of this Action Plan. <br />The City staff and their designees will also oversee the extensive federal requirements associated with <br />programmatic compliance and monitoring. Staff members will be responsible for ensuring the overall <br />administration of the Funding complies with all applicable federal requirements. They will monitor other <br />City staff, consultants, subrecipients, and contractors to certify the proper implementation of consistent <br />processes and procedures, particularly as they relate to the identification and prevention of the <br />duplication of benefits. This compliance team will also be responsible for monitoring all the City's <br />contractors and service providers as detailed in the CDBG-DR Compliance and Monitoring Manual, as <br />outlined in the City's Risk Analysis. <br />B. Planning <br />J U,IPii ojecl c,e J tJJse of V''u,)uid <br />To facilitate the long-term recovery of the City, the City is reserving the maximum amount allowed by <br />the Federal Register ($2,069,100) for Planning Activities. Under this Program, the City will potentially <br />utilize planning funds for the following critical activities: <br />• An update to the City Capital Improvements Plan. The objective of the Capital Improvements <br />• Plan is to provide the City with the ability to plan for the long-term recovery of the City <br />(infrastructure; drainage; storm water; storm sewer; water & sewer); <br />• Feasibility studies for the construction of infrastructure drainage and hazard mitigation projects that <br />are intended to protect selected neighborhoods from future flooding, thereby reducing the number <br />of homes receiving requiring damage assistance in the future and reducing the repetitive loss <br />amounts incurred by the City; <br />• A revised and updated Comprehensive Plan to include hazard mitigation and resiliency goals and <br />objectives; An updated Hazard Mitigation Plan, either stand alone or in conjunction with the <br />Comprehensive Plan update; and <br />Last Updated 3/03/20 Page 47 of 63 <br />
