The City Council has reversed this decision and will be adding a Single -Family Owner -Occupied <br />Housing Reimbursement Activity through Amendment #8 to the CDBG-DR Action Plan. <br />CDBG-DR funds may be utilized to provide an applicant with up to one year of Flood Insurance, as <br />allowed under the HUD guidelines for this program. The City understands that the cost of carrying flood <br />insurance can become burdensome, especially on LMI households. Elevation of homes that require flood <br />insurance coverage can significantly reduce the cost of flood insurance coverage. <br />Section 582 of the National Flood Insurance Act of 1994 requires that property owners receiving disaster <br />assistance that triggers the flood insurance purchase requirement be informed that they have a <br />statutory responsibility to notify any transferring owner that they are also required to obtain and <br />maintain flood insurance on the property in perpetuity. <br />As noted in previous portions of this Action Plan, any home suffering damage at the Major, Severe or <br />Destroyed levels will be required to elevate the home to a level that corresponds to at least two (2) feet <br />above the Base Flood Elevation as currently defined by the City and on the corresponding FEMA flood <br />maps. The City anticipates that any buyouts required by the CDBG- DR guidelines may be in conjunction <br />with the Infrastructure program and those requirements will be detailed under that Activity. <br />The City intends to utilize the funds allocated for Housing to meet two of the identified National <br />Objectives: 1) direct benefit to the LMI population and 2) to meet Urgent Need. By including the second <br />Objective, the City will be able to serve applicants who otherwise might not qualify based on income <br />alone, yet still meet the criteria defined by HUD for incurring an Urgent Need. The priority of application <br />approval, however, will default to those meeting the LMI criteria. <br />For all applicants, the following questions will be considered when approving or denying an application. <br />Does the proposed project: <br />• Benefit LMI persons and/or are located in LMI Areas (i.e. an area where at least 51% of the <br />• households have incomes at or below 80% of the area median income); <br />• Enable the City to satisfy the federal requirement that at least 70% of the Funding benefit low <br />moderate -income persons; <br />• Address conditions that threaten the health and safety of either the occupants or the public; <br />• Contribute significantly to the long-term recovery and economic revitalization of the affected area; <br />and <br />• Enhance hazard mitigation efforts to reduce the chance of loss in future floods or disaster events. <br />:y`. No work <br />can start on a site until the environmental assessment is complete. The City is responsible for the <br />preparation of the environmental review and will provide notice when rehabilitation activities can <br />commence. <br />Both the site and the homeowner/applicant must meet eligibility requirements as detailed below. This <br />program is not intended to be a first-come, first-served program; prioritization criteria is established in <br />the following Section 4.
