Citizen Complaint and Appeal Process <br />The City will appoint a team of City staff and Program Manager staff members who will investigate, <br />resolve and follow-up each citizen complaint. The goal of the City is to resolve complaints within 15 <br />business days when possible. During program operations, citizens may not agree with decision made by <br />the program on specific projects and wish to appeal the program's decision. The program guidelines will <br />include specific procedures and contact information for citizen to file formal appeals or complaints. The <br />program will make every effort to provide a written response within 15 business days when possible to <br />every appeal or complaint. <br />Information about the right and how to file a complaint shall be printed on all program applications, <br />guidelines, the City's public website, as appropriate and reasonable. Procedures for appealing a City <br />decision on a complaint shall be provided to complainants in writing as part of the complaint response. <br />A record of each filed complaint or appeal that the City receives will be kept on file. When a complaint <br />or appeal is filed, the City will respond to the complainant or appellant within 15 business days where <br />practicable. Substantial Amendments to the Action Plan <br />A Substantial Amendment to the Action Plan shall be defined as: <br />1. a change in program benefit or eligibility criteria; <br />2. the addition or deletion of an activity; or <br />3. the allocation or reallocation of more than $1 million between activities. <br />Only those amendments that meet the definition of a Substantial Amendment are subject to the public <br />notification and public comment procedures previously identified within the Federal Register and this <br />Action Plan. Specifically, a public notice will be published and comment will be sought when assistance <br />programs are further defined (i.e. change in program benefit or eligibility criteria) or when funding <br />allocations are further refined by type of activity and location, if applicable. <br />Citizens, other local governmental entities, and our community partners will be provided with advanced <br />notice and the opportunity to comment on proposed Substantial Amendments to the Action Plan. An <br />electronic copy of the proposed Substantial Amendment will be posted on the official San Marcos <br />Disaster Recovery website. Hard copies will also be made available upon request. Translations and <br />accommodations for residents with disabilities will be made in accordance with the Citizen Participation <br />plan as detailed above. No less than fourteen (14) days will be provided for review and comment on the <br />Substantial Amendment. Comments will be accepted electronically or in writing.
