Task Force meetings were comprised of a slide presentation which included a refresher of how funding <br />could be spent, survey results from the public meetings, and an open discussion that included a question <br />and answer session about technical requirements of the funding. <br />C. Publication Methods <br />The Action Plan was posted at the following locations for a period of 15 days, beginning on August, 19, <br />2016: <br />• The City's Disaster Recovery website (http://smtxfloodrecovery.com/) <br />• At City Hall; 630 E Hopkins St, San Marcos, Texas 78666 <br />• At the Public Library; 625 E Hopkins St, San Marcos, Texas 78666 <br />A copy of the Action Plan may be requested via an open records request if citizens would like a physical <br />copy provided to them rather than downloading it from the City's website. <br />D. Online comments were accepted via a form provided on the City's disaster recovery website; <br />the system will assign a number to each comment as it is received. In addition to comment boxes, <br />written comments will be accepted at City hall in person, via email(floodrecovery@sanmarcostx.gov), or <br />via USPS mail. As physical or email comments are received the City staff will enter those comments into <br />the online tracking system. <br />A summary of the comments received during the public comment period and the reasoned responses <br />and actions have been provided in Appendix H of this Action Plan. <br />E. Website Development <br />The City, in anticipation of the CDBG-DR process, began developing a disaster recovery website in April <br />2016. The City worked with government website vendor Civic Plus to create <br />www.smtxfloodrecovery.com to provide information and interaction with residents. The intent was to <br />create a user-friendly, easy to navigate portal for flood survivors and residents to gather information <br />and leave input. <br />The site launched in May 2016 and includes sections for policies, community outreach, reports, projects <br />and program information. Additionally, the site also includes a calendar of events and a news section <br />that is updated weekly. The site allows residents to sign up for notification of news and calendar items. <br />Citizens can also interact with the City by using the fillable forms on the website. Forms are available for <br />the Action Plan public comment period, as well as to report fraud, waste or abuse. <br />The City believes this online tool will allow the community to take an active role in steering the CDBG-DR <br />process and move the City down the road to recovery. <br />F. Accessibility of Plan <br />The City follows ADA -compliant standards for website accessibility and readability.
