E. Implementation and Performance Schedule <br />As mentioned under §V. Funding Allocation and Prioritization Method, the City anticipates expending all <br />funds awarded within 6 years of grant contract execution between HUD and the City. At this time, <br />because the City is still evaluating various infrastructure projects, the City is providing a high level <br />Implementation and Performance Schedule and will amend the Action Plan once more solid information <br />becomes available. <br />O,f,� iii z � y nIII �I iiofi d Illuf ,,, fi o n <br />A. Identification of Public Meetings Held <br />The City has made a concerted effort to involve the public prior to and following the release of Federal <br />Register FR -5938-N-01 announcing the availability of $25,080,000 in disaster recovery funding. The <br />public meetings held to date are listed below: <br />• April 12, 2016; 6pm; Hill Country Church, 1401 Davis Lane, San Marcos, TX 78666 <br />• April 16, 2016; 6pm; Fire Station 5, 100 Carlson Circle, San Marcos, TX 78666 <br />• July 6, 2016; 6pm; San Marcos Activity Center, 501 E Hopkins St, San Marcos, TX 78666 <br />Public meetings included a slide presentation, a community unmet needs survey, and a question and <br />answer session. All materials for these meetings were translated into Spanish, in accordance with City <br />policy related to accessibility of information to non-English speaking families. All information related to <br />these meetings can be found on the City's CDBG Disaster Recovery Website: <br />http://smtxfloodrecovery.com/ <br />All three public meeting locations were fully accessible to persons with disabilities. The meeting <br />announcements included information on accessibility requests for individuals requiring an interpreter, <br />auxiliary aids, or other services and were posted on the City's established website. <br />The City took both verbal and written comments from citizens during the meeting and provided an email <br />address for a contact at the City should they have additional questions. <br />Of note, the public meetings and surveys resulted in a majority of citizens that indicated a preference for <br />spending funding on much needed infrastructure projects in order to avoid repetitive loss in the future. <br />The City supported those requests and preferences by allocating a majority of the CDBG-DR funding for <br />infrastructure projects that would reduce the number of homes that are located within the floodway or <br />100 year floodplain as well as reduce the likelihood of repetitive loss moving forward. <br />B. Creation of Community Stakeholder Task Force <br />The City's disaster recovery team established a CDBG-DR Needs Task Force. The Task Force is made up <br />of impacted citizens, community leaders, and representatives from human service organizations that <br />served to assist the City in identifying and articulating to HUD the needs of our community.
