City Council Meeting Minutes March 2, 2021 <br />4. Amendment to add a condensed version of Table 4.15 to the bottom of <br />Option 1, 2, and 3 images to <br />enhance readability. <br />5. Amendment to add a definition for "Street Wall" to Chapter 8, Definitions, <br />of the Development Code. <br />Mayor Hughson opened the Public Hearing at 7:55 p.m. <br />Those who spoke: <br />Lisa Marie Coppoletta, expressed her appreciation to Council and staff for the <br />hard work during the pandemic. She spoke on the Neighborhood Plan and the <br />Historical Resources Survey. She is concerned with demolishing buildings for <br />gentrification purpose. She spoke on the transition zone and stated there needs <br />to be home owner improvements. She said both sides of the street should have <br />buy -in. <br />Nore Winter, stated he and Ms. Boyle are here to answer questions. (outside <br />consultant) stated he is available to answer questions. <br />There being no further speakers, Mayor Hughson closed the Public Hearing at <br />7:59 p.m. <br />MAIN MOTION: A motion was made by Mayor Pro Tem Derrick, seconded <br />by Council Member Baker, to approve Ordinance 202116, on the first of two <br />readings. <br />Mayor Pro Tem Derrick spoke on alternative compliance process which now <br />may be approved by the Planning and Zoning Commission and stated she feels <br />that this should come before council for approval. She inquired about design <br />standards and wants to ensure we define "sensitive site". This should have a <br />clear definition. <br />She would also like to see the Historical Preservation Commission (HPC) <br />review items then provide recommendation to staff instead of administrative <br />approval before it comes to council. <br />She inquired about building material and thought the Historic District would <br />only be brick and mortar and not allow metal or glass as a secondary material. <br />Mr. Nore Winter provided clarified several items.
