AIRPORT MASTER PLAN <br />The purpose of a Runway Protection Zone (RPZ) is to enhance the protection of <br />people and property on the ground, and to prevent developments that are <br />incompatible with aircraft operations. The FAA recommends that airports own the <br />entire RPZ in "fee simple" title and that the RPZ be clear of any non-aeronautical <br />structure or object that would interfere with the arrival and departure of aircraft. If <br />objects and keeping the area clear of any facilities that would support an <br />incompatible activity (e.g., places of public assembly, etc.) via an avigation <br />easement. An avigation easement is an agreement between the airport sponsor <br />and a landowner that grants the airport sponsor various privileges related to the <br /> property and limits the potential impact to aircraft operations. <br />The RPZ is a two-dimensional trapezoidal area that normally begins 200 feet <br />beyond the paved runway end and extends along the runway centerline. When a <br />displaced landing threshold is present there is a need for separate approach and <br />departure RPZs. The approach RPZ begins 200 feet from the runway threshold. The <br />departure RPZ begins 200 feet beyond the end of runway pavement or 200 feet <br />from the end of the Takeoff Runway Available (TORA), if established. <br />An FAA Interim Guidance Letter (IGL) published in September 2012 addressed <br />acceptable property uses within an RPZ. The IGL was released to specify and <br />emphasize existing use standards and indicates that if any of the following <br />parameters are met then the RPZ ownership must be reevaluated: <br /> An airfield project (e.g., a runway extension, runway shift) <br /> A change in the critical design aircraft that increases the RPZ size <br /> A new or revised instrument approach procedure that increases the RPZ <br />dimensions <br /> A local development proposal in the RPZ (either new or reconfigured) <br />Land uses within an RPZ that require specific and direct coordination with the FAA <br />include: <br /> Buildings and structures <br /> Recreational land uses <br /> Transportation facilities <br />Facility Requirements Chapter Page 26 of 70 <br />October 2020 <br /> <br />
