AIRPORT MASTER PLAN <br /> <br /> <br />preferred alternative in each higher order area being identified prior to the <br />evaluation of the alternatives in a lower order area: <br />st <br /> 1 Order Runway/Approach Alternatives <br />nd <br /> 2 Order Taxiway Alternatives <br />rd <br /> 3 Order Land-Use Alternatives <br />th <br /> 4 Order Ramp Re-Development Alternatives <br />The evaluation of the alternatives within each alternative area (e.g. <br />runway/approach, taxiway, land-use, etc.) is a complex task that requires unique <br />considerations related to the area being evaluated. For example, the criteria utilized <br />to evaluate runway/approach alternativesis different than the criteria utilized to <br />evaluate taxiway, land-use, or ramp re-development alternatives. The formal <br />evaluation criteria utilized to evaluate the alternatives within each area are <br />discussed in the remainder of this chapter. <br /> <br />R UNWAY/A PPROACH A LTERNATIVES <br />The following development objectives were established related to the <br />runway/approach alternatives at the San Marcos Regional Airport: <br /> Runway 17/35 needs to be developed as the primary runway. <br /> Runway 17/35 must be protected for an extension up to 7,000 feet. <br /> Runway strengthening will be necessary for Runway 13/31 and Runway <br />17/35. <br /> Runway 17/35 and Runway 13/31 should be considered for upgrades to C-III <br />standards as they are the most suitable for improvement. <br /> Runway 17 should be evaluated for lower approach minimums (¾ mile). <br /> Evaluate the need to repair or replace the Runway 8/26 REILs. <br /> Consider the closure of Runway 8/26 as it provides no substantial wind <br />coverage or capacity benefits and would be difficult to upgrade to C-III <br />runway design standards. <br /> Add lighted windsocks to runway ends. <br /> Add PAPI system to Runway 35. <br /> <br />Alternatives Chapter Page 2of 60 <br />October 2020 <br /> <br />
