lO1 <br /> <br />Special Meeting <br /> <br />August 16, 1982 <br /> <br />Page 4 <br /> <br />Mayor Craddock introduced for consideration direction to be taken for <br />alternative measures for handling the dog problem in San Marcos. <br />Mrs. Norris stated she had talked with several veterinarians in San <br />Marcos and was advised that the City's rabies' program had been very <br />effective. She stated there needed to be a program to help educate <br />the citizens who owned pets and that the City consider some partici- <br />pation in a neutering and spaying program, such as our rabies' pro- <br />gram. Two local veterinarians advised Mrs. Norris they would help <br />prepare a pamphlet advising of information needed by pet owners, <br />that could possibly be handed out to students during registration; <br />and she discussed the possibility of information being printed to be <br />included with the City's water bill to inform the citizens the leash <br />law was going to be enforced and had been advised the printing costs <br />would run approximately $200-$300. During the discussion it was also <br />recommended something could be printed in the University Star about <br />enforcement of the dog ordinance. Mrs. Norris also stated possibly <br />$1,000 could be allocated in the new budget to be used in a neutering <br />program, with half the cost borreby the City and half by pet owners, <br />to the extent of the allocation. <br /> <br />Mayor Craddock introduced for consideration approval to resurface <br />Blanco Street and pave Coers Street. Mr. Brown moved for approval <br />and Mr. Kreczmer seconded the motion. George Boeker advised a seal- <br />coat on Blanco would last 5 to 10 years and possibly a 10-year period <br />on Coers Street. On roll call the following vote was recorded: <br /> <br />AYE: Farr, Kreczmer, Craddock, Mendez, Moore. <br /> <br />Mrs. Norris advised the Council Finance Director Earl Williams wanted <br />to address the Council. Mr. Williams advised there was $37,000 in a <br />Line Item budgeted for Blanco Street and that he thought a budget <br />amendment would be necessary if work was to be performed on Coers <br />Street. Mr. Brown withdrew his motion and Mr. Kreczmer his second <br />and Staff was instructed to bring a budget amendment ordinance to <br />the Council at a future meeting. <br /> <br />Mayor Craddock introduced for consideration approval to allocate <br />$130.000 from contingency funds for printing costs of a notice to <br />be mailed with the water bill regarding removal of trash receptacles <br />from the street right-of-way and sidewalks. Mrs. Mendez moved for <br />approval and Mr. Farr seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration authorization to bid Run- <br />way 12 - 30 lighting and precision marking at the Airport (being a <br />portion of the ILS Grant from F.A.A.). Mrs. Norris moved for authori- <br />zation to bid and Mr. Farr seconded the motion, which passed unanimous- <br />ly. <br /> <br />The meeting adjourned at 9:20 p.m. on motion of Mr. Brown and seconded <br />by Mrs. Norris. <br /> <br /> Karl W.
