Womack <br />** Barbara Jean Edwards <br /> Earl Williams <br /> George Boeker <br /> Jesse Guerra <br /> Oscar Carpenter <br /> <br />Also Present: Jeff Watkins, Julie (KCNY), Jerri Martin, Judge Bud <br />Burnett, Jackie Matthys, Wayne Moore, Ken Kraus, Jack Lindstrom, Jim <br />Gandy, Ronnie Dannelley, David Valle, Helen Hanicak, Rudy Ruiz and <br />others. <br /> <br />Mayor Craddock called the meeting to order at 4:03 p.m. <br /> <br />Mayor Craddock introduced for consideration an Ordinance on emergency, <br />the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEP- <br />TEMBER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE <br />OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT <br />OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- <br />CAL YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON <br />SEPTEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE <br />VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE <br />SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- <br />ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EMER- <br />GENCY. <br /> <br />Mrs. Norris moved for the adoption of the Ordinance and Mr. Brown se- <br />conded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the 1982-1983 General, <br />Utility, Airport and Revenue Sharing Entitlement No. 14 Fund Budgets, <br />including county fire protection. An updated budget summary was fur- <br />nished to the Council. Mayor Craddock stated she felt the County <br />should provide a firetruck and personnel to operate it. Judge Bur- <br />nett said it was his opinion that the county was buying a service <br />from the city, which helped offset the city's expenses. He said if <br />something could not be worked out, it would be of more benefit to <br />the county to have firetrucks closer to areas to service structure <br />fires. Mayor Craddock asked for a committee to be formed of Mrs. <br />Norris, Mrs. Mendez, Mr. Kreczmer and Judge Burnett and whoever he <br />wanted to be on the committee, with Mrs. Norris acting as chairperson. <br />A meeting is to be scheduled Thursday, September 2, 1982. Mr. Krecz- <br />mer voiced an objection to car allowances and was in favor of city <br />employees keeping mileage instead. Mr. Gonzalez presented some al- <br />ternatives for softball fields for the Council to consider in the new <br />budget. Mrs. Norris thought the best alternative would be to go to <br />bids on the softball proposals, and it will be presented to the Council <br />at a future meeting. Judge Burnett advised the Council he needed to <br />leave the meeting but wanted to say he was in favor of the UDAG pro- <br />posal and use of the Show Barn area for the civic center if the Council <br />wanted that area and was also interested in the softball fields being <br />at the civic center location. There was a review of proposed utility <br />rate increases discussed with the Council. The proposals numbered #1 <br />are the recommendations of the Staff to the Council.
