115 <br /> <br />Special Meeting <br /> <br />August 30, 1982 <br /> <br />Page 2 <br /> <br />in the 1982-1983 budget. <br /> <br />The Council then received a report on the urban development action <br />grant (UDAG) process. Ronnie Dannelley stated the City would know <br />by the end of October if we are eligible for a grant. Authorization <br />needs to be given by the Council to proceed with this application. <br />Jim Gandy of the Chamber of Commerce state d the Chamber supports the <br />City proceed to get the grant. He felt with the assistance of Rudy <br />Ruiz of Community Action in Lockhart we could obtain the grant, as Mr. <br />Ruiz has helped cities obtain these grants. The City of San Marcos <br />will not be eligible for an urban development action grant after Novem- <br />ber 30, 1982. The federal government will provide $1.00 for every <br />$3.00 of money provided by the private sector. Decisions needed to <br />be reached in the near future are site location and matter of financing. <br />Industrial revenue bonds can be used to finance this type project. Any <br />money generated from a convention center in this type project, HUD would <br />expect such monies to be put back into the community, such as downtown <br />renovation. Mr. Ruiz indicated the City would probably have approval <br />or disapproval of the grant by the first of the year. <br /> <br />Mayor Craddock introduced for consideration the appointment of a lay <br />representative to the Central Texas Library System. Mrs. Mendez <br />moved for the appointment of Martha Jane Mauldin and Mayor Craddock <br />seconded the motion, which passed unanimously (Gerald Farr was not <br />present during this vote). <br /> <br />The meeting adjourned at 5:50 p.m. on motion of Mrs. Norris and second- <br />ed by Mr. Kreczmer. <br /> <br />Karl W.
