Regular Meeting <br /> <br />December 13, 1982 <br /> <br />Page 3 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ARTICLE III, ENTITLED "RESI- <br />DENCE HOMESTEAD EXEMPTION FOR THE ELDERLY", OF CHAPTER <br />26, ENTITLED "TAXATION" OF THE CODE OF ORDINANCES OF <br />SAID CITY TO INCREASE THE AMOUNT OF SAID EXEMPTION <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved for the adoption of the Ordinance on third and <br />final reading and Mr. Farr seconded the motion. Mrs. Norris then <br />moved to amend the Ordinance in Section 3 to be adopted on emergency <br />so that the effective date would be upon publication in a newspaper <br />of general circulation and Mr. Brown seconded the motion, which <br />passed unanimously. The City Secretary then read into the record <br />Section 3 to read as follows: "That the importance of this Ordinance <br />creates an emergency and an imperative purpose necessary that the <br />provisions of the charter requiring that ordinances shall be read <br />at three separate meetings and that no ordinance shall become effect- <br />ive until the expiration of ten (10) days following the date of its <br />final passage be suspended, and these provisions are hereby suspend- <br />ed, and this Ordinance shall take effect and be in full force and ef- <br />fect from and after its adoption and publication in a newspaper of <br />general circulation within the City." The Council then voted unani- <br />mously for the adoption of the Ordinance as amended. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING DIVISION 2, ENTITLED "TEXAS <br />MUNICIPAL RETIREMENT SYSTEM" OF ARTICLE III, ENTITLED <br />"CIVIL SERVICE AND EMPLOYEE BENEFITS" OF CHAPTER 2 OF <br />THE CODE OF ORDINANCES OF SAID CITY TO PROVIDE FOR PAR- <br />TICIPATION OF SAID CITY IN THE SUPPLEMENTAL DEATH BENE- <br />FITS FUND OF THE TEXAS MUNICIPAL RETIREMENT SYSTEM, TO <br />PROVIDE CERTAIN IN-SERVICE DEATH BENEFITS FOR EMPLOYEES <br />AND DEATH BENEFITS FOR ANNUITANTS WHOSE LAST EMPLOYMENT <br />BEFORE RETIREMENT WAS WITH SAID CITY AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Brown moved for the adoption of the Ordinance on third and final <br />reading and Mr. Farr seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on third and final reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING DIVISION 2, ENTITLED "TEXAS <br />MUNICIPAL RETIREMENT SYSTEM" OF ARTICLE III, ENTITLED <br />"CIVIL SERVICE AND EMPLOYEE BENEFITS" OF CHAPTER 2 OF <br />THE CODE OF ORDINANCES OF SAID CITY BY AUTHORIZING <br />AND ALLOWING, UNDER THE ACT GOVERNING THE TEXAS MUNI- <br />CIPAL RETIREMENT SYSTEM, 'UPDATED SERVICE CREDITS' IN <br />SAID SYSTEM FOR SERVICE PERFORMED BY QUALIFYING MEMBERS <br />OF SUCH SYSTEM IN THE EMPLOYMENT OF SAID CITY; PROVID- <br />ING FOR INCREASED PRIOR AND CURRENT SERVICE ANNUITIES <br />FOR RETIREES AND BENEFICIARIES OF DECEASED RETIREES OF <br />SAID CITY; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved for the adoption of the Ordinance on third and final <br />reading and Mr. Farr seconded the motion, which passed unanimously. <br /> <br /> <br />
