9O MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECEMBER 20, 1982 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Gerald G. Farr * John A. Kreczmer Elida A. Mendez Jaime Moore * Tess Norris City Manager City Secretary City Attorney Director of Public Works A. C. Gonzalez Janis K. Womack Barbara Jean Edwards George Boeker Also Present: Shirley Wickersham, Jack Lindstrom, Janice Atkinson, Jeff Watkins, Jackie Matthys, Wayne Moore, Pud Rutledge, Dinah Elwell, Samuel Garza, Olga Garza, Ray Harper, Charles Swart and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held December 13, 1982. Mr. Brown moved for ap- proval of the minutes and Mr. Farr seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of four appoint- ments to the Airport Commission. Mr. Farr moved by acclamation for the reappointments of John Anderson and Dr. R. L. Livingston and for the appointments of Bob Rampy and Dr. Stanley A. Ault. Mr. Brown se- conded the motion, which passed unanimously. Mayor Craddock introduced for consideration the approval of an Ordin- ance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, VACATING AND ABANDONING A PORTION OF AN ALLEY LOCATED ADJACENT TO LOTS 103, 104, 117 AND 118 IN BLOCK 12 OF THE WESTOVER ADDITION TO SAID CITY, PROVIDING FOR THE REVERSION OF FEE IN SAID LAND AND DECLARING AN EFFECTIVE DATE. Mr. Farr moved for approval of the Ordinance on first reading to get it on the table for discussion and Mr. Moore seconded the motion. There was some concern expressed about all property owners abutting the alley not being notified of its closing and if all the alley rather than a portion of the alley should be closed. Mr. Farr moved the Ordinance be tabled to address these concerns and Mrs. Mendez seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REPEALING ORDINANCE 81-78, ADOPTED OCTOBER 12, 1981, WHICH SET RATES OF FARE FOR PASSEN- GERS OF VEHICLES PROVIDING SHUTTLE SERVICE OVER REGULAR ROUTES BETWEEN WIMBERLEY, TEXAS, AND LOCATIONS WITHIN SAN MARCOS, TEXAS, AND AIRPORT LIMOUSINE SERVICE OVER IRREGULAR ROUTES BETWEEN AIRPORTS IN AUSTIN, TEXAS, AND SAN ANTONIO, TEXAS, AND LOCATIONS WITHIN SAN MARCOS, TEXAS, AND DECLARING AN EFFECTIVE DATE. * John Kreczmer and Tess Norris were not present at this meeting.
