City Council Meeting Minutes July 6, 2021 <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />Mayor Hughson stated she would like Planning and Zoning Commission to <br />review amendments that will be coming to Council at a future meeting date. <br />Mayor Hughson would like to amend section 4.5.2.1 Historic District (N) <br />Demolition by Neglect deleting #2 "Due to the time consuming nature of <br />pursuing enforcement under this section, no more than one property will be <br />under consideration during each of the following quarters (January- March, <br />April -June, July -September, and October- December)". <br />Mayor Hughson would like to add "certified" after U.S. Mail under section <br />Demolition by Neglect (3)(b). <br />Council provided consensus to direct the amendments to the Planning and <br />Zoning Commission. <br />MOTION TO AMEND: A motion was made by Deputy Mayor Pro Tem Scott, <br />seconded by Mayor Pro Tem Derrick to amend by inserting "unless all fluids <br />are drained" in section 5.1.7.7 Self Storage (b)(2). It will now read, "Outdoor <br />storage shall not include the storage of inoperable vehicles unless all fluids are <br />drained". Mr. Lumbreras stated he would like staff to have the opportunity to <br />provide language at the second reading. Mr. Scott withdrew his motion and <br />Ms. Derrick withdrew her second. <br />The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />MAIN MOTION: to approve Ordinance 2021-47, on the first of two readings, <br />as amended. The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />27. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against Resolution 2021-126R, approving a fourth amended and restated Development <br />Agreement with Lazy Oaks Ranch, LP and its partial assignees in connection with the La <br />Cima Development near the intersection of Old Ranch Road 12 and Wonder World Drive <br />City of San Marcos Page 10 <br />
