If that process does <br />not work, then we can reconsider the ordinance. <br />Council Member Gonzales noted that he cannot support the ordinance because <br />he does not want to stop any citizen from being able to reach out to him, either <br />as a group or individuals. He feels that they should not have to register as a <br />lobbyist. <br />He does like it in the case of a developer, who he feels should register as a <br />lobbyist if they want to talk to us individually. <br />Baker stated that the ordinance does not prohibit speech or contact with an <br />elected official. <br />Mr. Cosentino spoke to that and to the fact that the Police Officers' <br />Association and the Professional Firefighters Association are specified in the <br />ordinance, as council requested, because they will be considered lobbyists per <br />the ordinance definition regarding the Meet and Confer contract and this <br />clarifies that. Only contacts regarding a municipal question that will provide <br />economic benefit are required to be reported. Other contacts may not be <br />considered lobbying activities. <br />Council Member Baker noted that until we have this ordinance in place, we <br />will not know how much the ordinance is needed. <br />Council Member Garza noted the need for public education on the ordinance <br />prior to our next consideration of it. The motion to postpone carried by the <br />following vote: <br />For: 5 - Mayor Hughson, Council Member Gonzales, Deputy Mayor Pro Tem Scott, Council <br />Member Garza and Council Member Gleason <br />Against: 2 - Mayor Pro Tem Derrick and Council Member Baker <br />19. Consider approval of Resolution 2021-121R, expressing the City Council's support for an <br />application by Centro Cultural Hispano de San Marcos for Hays County Parks and Opens <br />Space Bond funding to establish a new urban park or plaza associated with the cultural <br />center; exploring the possibility of a collaboration with the City for this project; and <br />declaring an effective date. <br />The applicant requested postponement of this item. <br />A motion was made, by Mayor Hughson, seconded by Deputy Mayor Pro Tem <br />Scott, to postpone indefinitely.
