City Council Meeting Minutes July 6, 2021 <br />Against: 0 <br />20. Consider approval of Resolution 2021-122R, supporting the application by the San <br />Marcos River Foundation to the for Hays County Parks and Opens Space Advisory <br />Commission ("POSAC") for Hays County 2020 Parks Bond funds to fund the acquisition <br />of approximately 102 acres of land, more or less, commonly known as the Elsik Tract for <br />future open space and conservation purposes; and declaring an effective date. <br />MAIN MOTION: A motion was made by Council Member Baker, seconded by <br />Mayor Pro Tem Derrick, to approve Resolution 2021-122R. <br />MOTION TO AMEND: A motion was made by Mayor Hughson, seconded by <br />Council Member Gleason, to delete part two on the resolution that states, <br />"The City Council supports the possible transfer of ownership of the park area <br />to the City of San Marcos, including development, management and <br />maintenance". <br />The motion to amend carried by the following vote: <br />For: 4 - Mayor Hughson, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 3 - Mayor Pro Tem Derrick, Council Member Baker and Council Member Gonzales <br />MAIN MOTION: to approve Resolution 2021-122R, as amended. The motion <br />carried by the following vote: <br />For: 6 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Council Member Garza and Council Member Gleason <br />Against: 1 - Deputy Mayor Pro Tem Scott <br />NON -CONSENT AGENDA <br />29. Consider approval of Ordinance 2021-48, on the first of two readings, amending Chapter <br />22, Cemeteries, of the San Marcos City Code by, among other things, eliminating the <br />issuance of a recorded deed as the instrument granting a right of interment at the <br />cemetery, removing the reference of a specific city department responsible for cemetery <br />matters, adopting a fee schedule related to the use and operation of the cemetery; <br />providing for the repeal of any conflicting provisions; and providing an effective date. <br />A motion was made by Council Member Baker, seconded by Council Member <br />Gonzales, to approve Ordinance 2021-48, on the first of two readings.
