City Council Meeting Minutes July 6, 2021 <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />36. Consider approval of Resolution 2021-130R, approving the allocation of $9,050,741 in <br />funds received by the City of San Marcos on June 1, 2021 under the American Rescue <br />Plan, and declaring an effective date. <br />A motion was made by Mayor Hughson, seconded by Council Member <br />Gleason, to approve Resolution 2021-130R. <br />Deputy Mayor Pro Tem Scott inquired about the use of money from the <br />Briarwood and River Ridge Improvement Stormwater project. Ms. Moyer <br />stated this falls under infrastructure that has met the low income area and <br />doesn't have funding for the project. Mayor Hughson asked if Hays County <br />can help with funding for the Briarwood improvement. <br />Council Member Baker stated there is a funding shortage in the stormwater <br />utility because we are not charging utilities for shutoff. Ms. Moyer stated <br />billing against vacant properties was delayed due to change in the billing <br />system and they have seen decreases in the projected revenues. Council <br />Member Baker asked if past due utility bills are paid, would this money go <br />back into the stormwater fund to assist with the project? Ms. Kalka stated <br />outstanding balance for the utilities need to remain separate from stormwater. <br />Mr. Lumbreras inquired about the stormwater project and if an application to <br />the Water Development Board has been submitted. He asked if it's possible to <br />cut down the amount and qualify for development board funding or county <br />funding? Mayor Hughson asked how much are we applying for. Ms. Moyer <br />stated we didn't rank highly and did apply for 2.5 million but was notified <br />there will be more money being awarded and will know at the end of calendar <br />year. Development Board funding of $1.8 million in grant forgiveness and 0% <br />loan. <br />Council Member Derrick suggests to keep $1M in the plan. <br />Mayor Hughson asked what application process is going to be done? Ms. <br />Kalka stated the organization would need to apply to request funds. <br />Council Member Garza would like to allocate $250K for equitable <br />communication outreach for COVID-19 relief programs. <br />City of San Marcos Page 17 <br />
