City Council Meeting Minutes July 6, 2021 <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />39. Consider approval of Resolution 2021-129R, approving a Joint Election Agreement <br />between the City of San Marcos and Hays County for the holding of a joint election to be <br />held on November 2, 2021; authorizing the City Manager or his designee to execute the <br />agreement on behalf of the City; and declaring an effective date. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council <br />Member Gonzales, to approve Resolution 2021-129R. Receive a staff presentation and hold preliminary discussion on the selection of proposed <br />activities for $823,414.87 in the 2021-2022 Community Development Block Grant <br />(CDBG) Action Plan <br />Carol Griffith, provided the presentation regarding the selection of proposed <br />activities for 2021-2022 Community Development Block Grant (CDBG) Action <br />Plan. <br />Ms. Griffith provided the overall requirements of the $766,842 received from <br />HUD + $56,933 from prior years <br />70% of $823,415 must benefit people with low/mod incomes = $576,391 <br />(Low/mod = less than 80% of Area Median Income) <br />No more than 15% of $766,842 for public services = $115,026 <br />No more than 20% of $766,842 on Admin or Planning = $153,368 <br />Staff recommendations to approve the following applications: <br />HOUSING REHABILITATION <br />Southside Community Center: Owner -Occupied Housing Rehabilitation - <br />$100,000 <br />Austin Habitat for Humanity: Housing Counseling - $23,656 <br />City of San Marcos: Homebuyer Assistance - $87,000 <br />City of San Marcos: Priority Home Repair - $70,000 <br />City of San Marcos: Owner -Occupied Housing Rehabilitation - requested <br />$114,865, granted $124,891 <br />Final Total: $405,547 <br />City of San Marcos Page 21 <br />
