City Council Meeting Minutes July 6, 2021 <br />26. Receive a staff presentation and hold a Public Hearing to receive comments for or <br />against Ordinance 2021-47, amending various sections of the City's development code, <br />to among other things, address typographical and technical errors, and implement <br />changes related to site permit requirements, detention, stormwater quality and stream <br />protection, residential garage and pedestrian access requirements, building activation, <br />the use of self -storage and outdoor storage, the Employment Center Zoning District, <br />allowable uses in CD -2.5, ND -3.2, and the Land Use Matrix, providing a savings clause; <br />providing for the repeal of any conflicting provisions; and providing an effective date; and <br />consider approval Ordinance 2021-47, on the first of two readings. <br />Andrea Villalobos, Planning Manager, provided a brief introduction on the <br />overview of the proposed Development Code amendments and process <br />timeline. <br />Greg Schwarz, Senior Engineer, provided the engineering staff amendment <br />recommendations. <br />The amendments include: <br />-Watershed Protection Plans: to clarify where a Watershed Protection Plan <br />Phase 2 is required. <br />-Site Permits: to clarify the site permitting and approval process and reduce <br />threshold for when <br />a site permit is required based on size of development area. <br />-Stormwater Collection and Drainage Systems: to provide a process and <br />standards for when detention can be waived where adjacent to waterways. <br />-Stormwater Management: revise terms to provide clarity and consistency with <br />other sections of the code. <br />Ms. Villalobos, provided the planning staff recommendations on residential <br />garage and access per direction from Council related to previous Alternative <br />Compliance requests for Vantage and High Branch subdivisions approved in <br />2020 and 2021. <br />Amendments include the following: <br />-Parking location and design revises the garage standards to allow for a garage <br />to be flush with the front <br />facade or front most protrusion of a house. <br />-Pedestrian Residential Access revises the garage standards to allow for a <br />garage to be flush with the front faVade or front most protrusion of a house. <br />This reflects Fire Department and EMS recommendations. <br />-Front porch design relates to the residential garage requirements and provides <br />a minimum area for installing a front porch. <br />-Residential front door entrances creates a new standard for residential front <br />City of San Marcos Page 8 <br />
