<br />36 <br /> <br />Regular Meeting <br /> <br />February 8, 1982 <br /> <br />Page 2 <br /> <br />By unanimous vote of the Council the members to the Examining <br />Supervising Board of Electricians are Richard Pullen, Jerrold <br />ters and Robert Cotner, Jr. as the three Master Electricians, <br />Fritche as the LCRA Representative and Albert Armstead as the <br />Electrical Inspector. <br /> <br />and <br />Pe- <br />Chuck <br />City <br /> <br />Mayor Craddock introduced for consideration approval of appointments <br />to the Examining and Supervising Board of Heating and Air Condition- <br />ing Contractors. The names placed in nomination prior to the Council <br />meeting were C. E. O'Bryant, Jr. and John Hansen, Sr. as Master Heat- <br />ing/Air Conditioning Contractors, Stanley Stemen, Jr., Contractor and <br />Albert Armstead as City Heating and Air Conditioning Inspector. There <br />was no name placed in nomination as layman to the Board. Mrs. Norris <br />moved that C. E. O'Braynt and John Hansen, Sr. (Master Heating and <br />Air Conditioning Contractors), Stanley Stemen, Jr. (Contractor) and <br />Albert Armstead (City Heating and Air Conditioning Inspector) be ap- <br />pointed to the Board and Mr. Brown seconded the motion, which passed <br />unanimously. The Council requested that the appointment of a layman <br />be placed on an agenda in the near future. <br /> <br />Mayor Craddock introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AUTHORIZING THE MAYOR OF SAID CITY TO <br />EXECUTE A SPECIAL WARRANTY DEED IN SUBSTITUTION FOR <br />THAT SPECIAL WARRANTY DEED APPROVED BY ORDINANCE OF <br />OCTOBER 29, 1981, AND EXECUTED BY THE MAYOR OF SAID <br />CITY ON NOVEMBER 5, 1981; SAID SPECIAL WARRANTY DEED <br />CONVEYING LOTS 381, 382, 383 AND 384 IN BLOCK FIFTEEN <br />(15) OF THE WESTOVER ADDITION TO THE CITY OF SAN MAR- <br />COS, TEXAS, TO SCHEIB OPPORTUNITY CENTER, INC., AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. Brown moved to adopt the Ordinance and Mrs. Mendez seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ADOPTING A CHAPTER TO BE ADDED TO THE <br />CODE OF ORDINANCES OF SAID CITY, SAID CHAPTER TO BE <br />ENTITLED "HILLSIDE DEVELOPMENT ORDINANCE" AND TO BE <br />NUMBERED "APPENDIX F", SETTING REQUIREMENTS FOR HILL- <br />SIDE DEVELOPMENT IN SAID CITY; ESTABLISHING THE BURDEN <br />OF PROOF; DEFINING TERMS; REQUIRING REPORTS AND PLANS <br />FOR EROSION AND SEDIMENTATION CONTROL IN SAID AREA; <br />REQUIRING CERTIFICATION OF SAID PLANS BY A REGISTERED <br />PROFESSIONAL ENGINEER; PROVIDING FOR RUNOFF ATTENUA- <br />TION; SETTING STANDARDS FOR OVERLAND FLOW AND NATURAL <br />DRAINAGE; SETTING STANDARDS FOR WASTEWATER COLLECTION <br />AND DISPOSAL SYSTEMS IN SAID AREA; SETTING STANDARDS <br />FOR STREETS AND DRAINAGE IMPROVEMENTS IN SAID AREA; <br />SETTING IMPERVIOUS COVER REQUIREMENTS; PROVIDING FOR <br />USE OF ALTERNATIVE STRATEGIES; PROVIDING FOR INSPECTION <br />AND ENFORCEMENT; SETTING FACILITIES MAINTENANCE CRITER- <br />IA; PROVIDING FOR THE GRANTING OF VARIANCES; PROVIDING <br />AN APPEAL PROCESS; PROVIDING PENALTIES; PROVIDING FOR <br />CONFLICT WITH OTHER ORDINANCES; PROVIDING FOR SEPARA- <br />BILITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved that the Ordinance be taken from the table to the <br />floor for discussion and Mr. Cavazos seconded the motion, which passed <br />unanimously. Mrs. Norris then moved for approval of the Ordinance on <br />second reading to get it on the table for discussion and Mr. Brown se- <br />conded the motion. <br />
