City Council Meeting Minutes August 3, 2021 <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />MAIN MOTION: to approve Ordinance 2021-55, on the first of two readings, <br />as amended. The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />36. Consider approval of Resolution 2021-130R, approving the allocation of $9,050,741 in funds <br />received by the City of San Marcos on June 1, 2021 under the American Rescue Plan, and <br />declaring an effective date. <br />MAIN MOTION: A motion was made by Deputy Mayor Pro Tem Scott, <br />seconded by Council Member Baker, to approve Resolution 2021-130R. <br />Mr. Lumbreras stated allocations can be furthered discussed during a work <br />session. <br />Mayor Pro Tem Derrick stated money was cut from housing rehabilitation and <br />additional money allocated to tourism. She stated it may be more appropriate <br />to allocate money to tourism during the next round of funding. <br />MOTION TO AMEND: A motion was made by Mayor Pro Tem Derrick, <br />seconded by Council Member Baker, to amend by re -allocating $147K for <br />housing rehab from the Convention and Visitor Bureau (CVB) and keep <br />$150K for CVB. Direction to staff for the next round of allocation is to include <br />$150K to CVB. <br />The motion to amend carried by the following vote: <br />For: 5 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales and Council Member Garza <br />Against: 2 - Deputy Mayor Pro Tem Scott and Council Member Gleason <br />A motion was made by Council Member Gleason, seconded by Deputy Mayor <br />Pro Tem Scott, to amend by allocating $200K from the Capital Improvement <br />Program item to CVB. <br />The motion failed by the following vote: <br />For: 3 - Deputy Mayor Pro Tem Scott, Council Member Garza and Council Member Gleason <br />City of San Marcos Page 16 <br />
