City Council Meeting Minutes August 3, 2021 <br />Manager or his designee to execute the contracts on behalf of the City; and declaring an <br />effective date. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Mayor <br />Hughson, to approve Resolution 2021-143R. The motion carried by the <br />following vote: <br />For: 6 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott and Council Member Garza <br />Against: 0 <br />Absent: 1 - Council Member Gleason <br />38. Receive a staff presentation and consider approval of Resolution 2021-144R, adopting the <br />Community Development Block Grant (CDBG) Action Plan that provides for the allocation of <br />$823,415.00 of CDBG Entitlement Funds for program year 2021-2022; authorizing the City <br />Manager, or his designee, to act as the Official Representative of the City in matters related to <br />the CDBG Program and Action Plan; and declaring an effective date. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Mayor Pro <br />Tem Derrick, to approve Resolution 2021-144R. <br />Amanda Hernandez, Assistant Director of Planning and Development Services, <br />provided a brief presentation. Ms. Hernandez would like for council to <br />approve staff recommendations for funding to all applications and approve <br />CDBG Action Plan. <br />The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />39. Receive a staff presentation and consider approval of Resolution 2021-145R, approving <br />Substantial Amendment No. 11 to the Community Development Block Grant -Disaster <br />Recovery (CDBG-DR) Action Plan to reallocate project funding; authorizing the City Manager to <br />act as the official representative of the City in matters related to the CDBG-DR program and <br />action plan; and declaring an effective date. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Mayor Pro <br />Tem Derrick, to approve Resolution 2021-145R.
