City Council Meeting Minutes August 3, 2021 <br />40. Consider approval of Resolution 2021-146R, establishing a Mexican American and Indigenous <br />Heritage and Cultural District generally in the area of Hopkins Street at City Park along the San <br />Marcos River and East of IH -35 to Durango Street and Staples Road, South to Ellis Street and <br />West to Purgatory Creek; and declaring an effective date. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Mayor Pro <br />Tem Derrick, to approve Resolution 2021-146R. <br />Mayor Hughson mentioned that Roland Saucedo, Chair of the Neighborhood <br />Commission, stated the Commission is willing to host neighborhood meetings <br />to receive input from citizens and will include Dr. Juarez and Dr. <br />Garza -Hernandez. <br />A motion was made by Mayor Hughson, seconded by Deputy Mayor Pro Tem <br />Scott, to postpone consideration of Resolution 2021-146R to the first meeting <br />in November, to allow the Neighborhood commission time to hold meetings. <br />The motion to amend carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />41. Consider approval of Resolution 2021-147R, supporting the application by the San Marcos <br />River Foundation to the for Hays County Parks and Opens Space Advisory Commission <br />("POSAC") for Hays County 2020 Parks Bond funds to fund the acquisition of approximately <br />102 acres of land, more or less, commonly known as the Elsik Tract for future open space and <br />conservation purposes; and declaring an effective date. <br />MAIN MOTION: Mayor Pro Tem Derrick, seconded by Council Member <br />Baker, to approve Resolution 2021-147R. <br />Council Member Gleason would like to see more parkland on the East side of <br />San Marcos. <br />MOTION TO AMEND: A motion was made Mayor Pro Tem Derrick, <br />seconded by Deputy Mayor Pro Tem Scott to amend by inserting the words "at <br />no cost" after "to the park area" in part two on the resolution that states, <br />"The City Council supports the possible transfer of ownership to the park area <br />at no cost to the City of San Marcos, including development, management and <br />maintenance". <br />The motion to amend carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />City of San Marcos Page 22 <br />
