City Council Meeting Minutes August 3, 2021 <br />Pawsitive Outcome Implementation Plan, collaborate with regional entities <br />which are under contract to the City of San Marcos for Animal Services, <br />address Animal Protection laws/ordinances regionally, interlocal policies for <br />Animal Control field officers, reporting by citizenry of animal neglect and <br />cruelty with legislative participation and recommendations. <br />Lisa Marie Coppoletta, would like council to pull item #3 and expressed her <br />concern with a pay increase to the City Manager. She expressed concern with <br />the pay increases during this pandemic. Ms. Coppoletta mentioned the article <br />she wrote in the San Marcos Corridor. She spoke regarding the charter <br />amendment and expressed concern with transparency. She mentioned this is <br />the first council not following the charter review commission <br />recommendations. Ms. Coppoletta expressed concern with violation of the <br />Texas Open Meeting Act (TDMA). <br />Susan Dawson, spoke in favor of item #29 and would like council to support <br />the allocation to Addressing Cancer Together. She mentioned the impacts that <br />COVID have had to the uninsured. The screenings dropped by 90% due to the <br />increase of COVID patients maxing out the hospitals. There has been late stage <br />cancer in patients that could have been detected within 18 months, if there <br />these screenings were held earlier. <br />Ana M. Juarez, spoke in support the proposed resolution to establish the <br />Mexican American and Indigenous Heritage and Cultural District. She is <br />happy to report the great deal of support in the Mexican -American community <br />but many citizens have questions in the details of the designation. She stated <br />Bobbie Garza and herself would like to provide the neighborhoods that will be <br />affected with copies of the resolution along with FAQs and an opportunity to <br />answer any questions from the members of the community. Ms. Juarez would <br />like council to support Mayor Hughson's amendment to refer designation to <br />the Neighborhood Commission prior to finalization. <br />Abagail Milam, would like council to take steps in assisting the houseless <br />population in San Marcos. She stated Texas Senate passed House Bill 1925 <br />that makes public homeless encampment a Class C misdemeanor. Ms. Milam <br />expressed concern that there should be more social services and resources to <br />those in need. <br />CONSENT AGENDA <br />A motion was made by Council Member Baker, seconded by Mayor Pro Tem <br />Derrick, to approve items 1-7 and items 9-19.
