City Council Meeting Minutes August 3, 2021 <br />Jennifer Harris, is a volunteer at the animal regional shelter. Ms. Harris spoke <br />on growth and sustainability in the animal shelter. She provided statistics <br />stating there are 97 dogs kennels and 59 cat kennels; the kennels are often full. <br />The intake number for July was 170 dogs and 184 cats with intake of 41 other <br />animals of various species. The shelter did an amazing job taking in 395 <br />animals with a live outcome of 395. Ms. Harris expressed concern with the <br />shelter not being appropriate for intake and not having behavioral programs. <br />She expressed concern that Kyle and Buda have not done nothing to support <br />the shelter. Ms. Harris would like to see more development to benefit the <br />community and the shelter. <br />Malena Pinjuv, expressed concern that the idea to turn the Dunbar Home <br />Economics building into a public restroom was ever presented. She mentioned <br />the old Baptist Church and the Lamar school, these historical buildings have <br />been sitting there unoccupied for years now, deteriorating to the point where it <br />would be too costly to keep them around. Ms. Pinjuv is concerned that <br />historical buildings are being demolished and turning property into high-rise <br />apartment buildings for Texas State students. She would like council to <br />consider how important the old buildings located in the Dunbar district are to <br />the people who have been there the longest. When they can no longer afford to <br />live within the Dunbar district, their history should still be evident so it can <br />forever be appreciated. <br />Eleanor Owen, through written comment, would like Hays County Food Bank <br />to be considered for American Rescue Plan funds under the category of public <br />health response and serving the hardest hit communities and families. Ms. <br />Owen stated the funding would support the construction of a new food bank <br />facility to be located at the Village on Reimer Avenue. She mentioned the food <br />bank continues to work diligently to provide assistance to those in need during <br />the ongoing pandemic. Ms. Owen stated the current location restricts the <br />ability to receive, store and distribute food to the community. She would like <br />the City and Hays County to make a commitment to ensure access to food for <br />its citizens in crisis, disaster and emergency events. <br />Sharri Levine Boyett, through written comment, spoke on the possible <br />formation of an animal service interlocal committee to include Hays County <br />representatives. Ms. Boyett stated a few purposes but not all, to include animal <br />shelter programs, hire and develop role of animal shelter management, <br />monitor shelter capacity, staff turnover and needs, expansion of facility, future <br />needs for Hays County animal shelters in other locations, development of the <br />City of San Marcos Page 3 <br />
