City Council Meeting Minutes August 3, 2021 <br />for their support. She stated prior to the Youth Task Force the program was <br />called the San Marcos Youth Commission that functioned as a city board. The <br />board worked with high school students to engage and advise officials on <br />matters affecting youth. The task force will be involved and visible in the <br />community through service projects and youth -led events. She mentioned the <br />first service project was a monthly hotspot cleanup and expects to continue the <br />service. Ms. Vasquez stated the task force re -wrote bylaws to expand <br />membership opportunities, the purpose to the greater San Marcos youth area <br />and updated their website and created new social media. The Youth Task Force <br />anticipates to make positive changes to the youth by providing services and <br />resources. She stated they are planning recruitment to fill 15 member positions <br />this month and encourages high school students to apply. <br />Peggy Jones, stated she participated as an artist at the Heritage Association <br />picnic in the park. The drawing was held and Mayor Hughson won. Ms. Jones <br />presented the winning hat to Mayor Hughson. <br />Linda Coker, expressed concern with agenda item #27. She stated the owners <br />are practicing demolition by neglect and renting it with no importance of <br />details in structural walls and architectural integrity. She expressed concern <br />that if the CUP is approved it is unfair to other businesses that have followed <br />the process by getting permits. She also mentioned 218 Martin Luther King <br />has had a demolition order and is just now going to Historic Preservation <br />Commission. Ms. Coker expressed concern with transparency and not allowing <br />public input. She mentioned the Dunbar Home Economic Building has been <br />abandoned and it is over one hundred years old which is the oldest school in <br />the city. <br />Sherwood Bishop, President of San Marcos Greenbelt Alliance, spoke in <br />support of agenda item #41. He stated over 20 years ago the community <br />acquired natural areas and preserves in an attempt to create a complete loop of <br />green space around the city. He mentioned that if we receive the Elsik Tract the <br />city will be the first in the United States to be completely circled by a halo <br />permanently protected greenspace. The city owns the majority of the green <br />space. He mentioned there are small gaps but the majority of the missing piece <br />is the 102 acres, Elsik Tract. Mr. Bishop stated the Greenbelt Alliance has built <br />over 20 miles of trail in the natural areas and maintains them with no charge to <br />the city. He stated the Alliance donates the volunteer hours to the city with the <br />service value of $105K that the city can use for matching funds for grants. He <br />mentioned the trails and the benefits of have trails within the city. Mr. Bishop <br />would like for Council to support item #41. <br />City of San Marcos Page 2 <br />
