He will research what % of <br />general fund is labor. <br />Council Member Gonzales stated that residents that have been here long term <br />are taking the cost of those coming in currently. He suggests looking at impact <br />fees to developments and apartments etc... <br />Ms. Moyer stated the last time an impact fee study was done was in 2017, and <br />it is due for review in the next year. <br />Council Member Baker expressed concern with funding to Go Wheels Up event <br />due to the impact it has on the climate. He also expressed his concern with the <br />amount of funding to Sights and Sounds. He suggested funding of the half <br />proposed currently. Mr. Baker is proposing $47,500 to Go Wheels Up and <br />$40,000 to Sights and Sounds. Mayor Hughson stated she will get Council <br />direction on this later in the evening. <br />Council provided the following consensus related to the General Fund: <br />1. Property Tax Rate: Below No New Revenue/Effective Tax Rate in the <br />amount of .5930 but to publish a higher rate at .6030 for publishing purposes <br />and in case something comes up that would required the published rate. <br />2. Sales Tax: 2.5% over 2021 estimate, excluding Best Buy and COVID impact <br />- Council agreed to 2.5% <br />3. TIRZ #2 (Blanco Vista) dissolution - Council agreed to dissolve TIRZ #2 <br />4. Homestead Exemption: $15,000 - Council agreed to establishing a <br />homestead exemption of $15,000 <br />5. Over 65 years of age Exemption: $25,000 to $35,000 - Council agreed to <br />increase the fund by $10,000 <br />Council provided the following consensus related to the Enterprise Fund: <br />1. Electric Rate Increase: 5% - Council provided consensus to move forward <br />with the increase <br />2. Water Rate Increase: 5% - Council provided consensus to move forward <br />with the increase <br />3.
