City Council <br />Meeting Minutes August 17, 2021 <br />to postpone Resolution 2021-155R to the September 7th City Council meeting <br />to allow Council Member Baker and Mayor Hughson to work with staff and <br />the Parking Advisory Board. <br />The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />19. Consider approval of Resolution 2021-156R, authorizing Change in Services to the <br />agreements with the engineering firms previously selected to be on an on-call list to provide <br />material testing services for various City projects, Arias and Associates, Inc. Fugro, Inc. <br />Kleinfelder Inc., Raba Kistner, Inc. and Terracon Consultants, Inc. to increase each firm's <br />contract amount; authorizing the City Manager or his designee to execute the necessary <br />documents to implement the change in services; and declaring an effective date. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council <br />Member Baker, to approve Resolution 2021-156R. The motion carried by the <br />following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />20. Consider approval of Resolution 2021-157R, approving a Chapter 380 Economic Development <br />Incentive Agreement with Whisper Industrial 2019 QOZB, LLC, providing incentives in the form <br />of refunds of a percentage of real and personal property taxes over three years for the lease of <br />a minimum of 90,000 square feet of space at 1225 Fortuna Road to Cooperative Laundry, <br />SMS, LLC for the location of a new regional robotic operated commercial laundry facility; <br />authorizing the City Manager, or his designee, to execute said agreement; and declaring an <br />effective date. <br />MAIN MOTION: a motion was made by Deputy Mayor Pro Tem Scott, <br />seconded by Mayor Hughson, to approve Resolution 2021-157R. <br />Mr. Lumbreras, provided a presentation regarding Cooperative Laundry. He <br />stated Cooperative Laundry provides robotic operated commercial laundry <br />service for hospitality industry, with a focus on hotels. They are looking to sign <br />a lease at 1225 Fortuna Road at the 90,000 square foot building in the Whisper <br />development. The proposed investment is $59.6M over 8 years. ($23.5 million <br />in year 1). He stated renovations will begin in October 2021 with a completion <br />and occupy by date of Spring 2022. Cooperative Laundry has an existing <br />location in New Jersey and the location in San Marcos would be an additional <br />property.
