City Council Meeting Minutes August 17, 2021 <br />Mr. Lumbreras stated the company is dedicated to operational efficiency and <br />sustainability and is Clean Green certified which is a designation from the <br />Association for the Linen, Uniform and Facility Services Industry. They plan <br />to obtain this designation at the San Marcos facility. This certification <br />recognizes companies for using best management practices and sustainable <br />methods for water and energy consumption. He mentioned the best <br />management practices include the following, recovering heat from drained hot <br />water, recapturing drained water for reuse, using environmentally friendly <br />detergent, removing items from wastewater, using solar energy and <br />energy-efficient lighting, participating in recycling programs, and rerouting <br />trucks for fuel-efficient routes. He stated the certificate is valid for three years <br />and includes inspection of facility, approval of documentation of water and <br />energy use, production reports to reflect use of best management practices. <br />Mr. Lumbreras stated the company uses Nonylphenol Ethoxylates (NPE) free <br />and Phosphate free chemicals. They also utilizes special high efficiency boilers <br />which run at about 95% efficiency (gas to steam) - minimizing waste of natural <br />gas and deploys a heat reclamation system which takes the heat from the <br />laundry, captures it in tubes, and uses it to heat incoming fresh water. <br />Cooperative Laundry would like to help the community by sponsoring Per <br />Scholar which is a tuition -free technology training to unemployed or <br />underemployed adults for careers as IT professionals. Workers are directly <br />hired by the company, not contracted labor. <br />He mentioned the recommended incentive of the project received a score of 65 <br />points with 3 of 5 criteria for extraordinary impact being met. <br />The incentive is a three-year property tax rebate as follows: <br />- Year One: 25% <br />- Year Two: 50% (contingent on receiving Clean Green Certification) <br />- Year Three: 25% <br />Estimated Value of Public Support: $127,441 <br />The company will be applying for the State of Texas' Enterprise Zone program <br />which rebates a portion of the State's sales and use tax. <br />Mr. Lumbreras mentioned the agreement includes 100 full-time jobs with <br />benefits and average salary of $44,629. Over $5 Million in salaries, $9 Million <br />in sales revenue. The estimated property tax collected over 10 years is <br />$608,147. Estimated contribution to Transportation Reinvestment Zone (50% <br />of property tax paid) for FM 110 over 10 years $735,588. <br />City of San Marcos Page 13 <br />
