City Council Meeting Minutes August 17, 2021 <br />- Realign the existing southbound exit to SH 123 (CM Allen Parkway) <br />- Relocate the entrance ramp along the southbound frontage road from SH 80. <br />- Enhance bicycle and pedestrian paths throughout the corridor. <br />- Reconstruct portions of the frontage road between SH 80 & LP 12. <br />- Drainage and water quality improvements. <br />- High -mast illumination. <br />Mr. Semora stated construction will begin Fall 2021 with completion in early <br />2025. The phases of the project consist of the following: <br />- Phases 1, 2 & 3 will consist of the frontage road reconstruction with <br />short-term lane closures and frontage road closures when bridges over the San <br />Marcos River and Willow Springs Creek are under construction (Detours to be <br />used). <br />- Phases 4 & 5 will consist of Interstate 35 main lane reconstruction work with <br />lane closures to reconstruct the new bridges over State Highway 123. Closure <br />to State Highway 123 also needed to be reconstructed, and the new I-35 bridges <br />over State Highway 123 (Detour to be used). <br />- Phase 6 consists of State Highway 123 intersection reconstruction with a <br />short-term closure to install new drainage box culverts. <br />- Phase 7 consists of the Mill and overlay, final striping & project clean up. <br />Rohit Vij, Senior Engineer, provided the phases of the Sunset Acres <br />Subdivision Improvements consisting of the following: <br />- Phase 1 will include the design and construction of detention pond to limit <br />the additional storm drain capacity that can be accommodated within TxDOT <br />right-of-way. He mentioned the completion will be in December 2022/January <br />2023. <br />- Phase 2 will include the subdivision improvements with design and <br />construction of drainage system, water and wastewater line replacements, and <br />street improvements within the subdivision. He stated construction will begin <br />in 2024 with completion in March 2026. <br />Council Member Gleason expressed his concern with the removal of the <br />turnaround under I-35 and the future traffic this will create. <br />Council Member Baker inquired about emergency response time due to <br />construction. Mr. Semora stated communication will remain strong with city <br />staff to ensure we plan accordingly. He stated they have weekly construction <br />meetings and asked city staff from emergency management to attend. Mr. <br />Baker would like staff to have a written emergency management plan to share <br />with community during a flood.
