20. Consider adoption of Resolution 2009-157R, approving and ratifying an employment <br />agreement through the meet and confer process with the San Marcos Police Officers' <br />Association, directing the City Manager to execute the agreement; and declaring an <br />effective date. <br />MOTION: Upon a motion made by Councilmember Couch and a second by Councilmember <br />Porterfield, the City Council voted five (5) for and none (0) opposed, with Councilmembers <br />Jones and Thomaides absent from the dais, to table this item. The motion carried unanimously. <br />21. Discussion on the part-time City Liaison position, and provide direction to staff. <br />City Council consensus was to utilize the Fort Collins model. Staff was directed to follow up <br />with Texas State University for co-funding and to bring this item back before the City Council as <br />soon as possible. <br />22. Discussion on Neighborhood Commissions and how they function within Municipal <br />Government, and provide direction to staff. <br />Chuck Swallow, Director of Development Services, reported that neighborhood commissions <br />have existed since the mid-1970's and have been instituted in many cities throughout the nation <br />to foster the relationship between neighborhoods and their city government. He noted that the <br />City will need to consider the composition of the local commission, what their principle purpose <br />and function would be, to what extent they would be empowered, and what role should a City or <br />Neighborhood Liaison play in working with a local commission. <br />Council consensus was they liked the San Jose model and asked that this be brought back for <br />further discussion. <br />23. Possible consideration of the terms and conditions of the note and development <br />agreement with the Master's School, and provide direction to staff. <br />MOTION: Upon a motion made by Councilmember Couch and a second by Councilmember <br />Porterfield, the City Council voted four (4) for and one (1) opposed, with Councilmember Bose <br />voting against, and with Councilmembers Jones absent from the dais and Councilmember <br />Thomaides having left early, to approve the terms and conditions of the note and development <br />agreement. The motion carried. <br />24. Possible consideration of an employment agreement through the meet and confer <br />process with the San Marcos Professional Firefighters' Association; and provide direction <br />to staff. <br />MOTION: Upon a motion made by Councilmember Couch and a second by Councilmember <br />Porterfield, the City Council voted five (5) for and none (0) opposed, with Councilmembers <br />Jones and Thomaides absent from the dais, to table this item.
