<br />25 <br /> <br />Special Meeting <br /> <br />January 18, 1982 <br /> <br />Page 4 <br /> <br />Sandy Soyars lives next to Hilburn Norris' property and was concerned <br />the county would have to asphalt the county road and didn't think they <br />should be responsible for doing so. She lives 500 yards from Highway <br />80 and 700 yards east of the county road the City would be using to <br />go to the proposed landfill. She says they get a lot of dust from the <br />minimal traffic on the county road now and the traffic from the proposed <br />landfill site would be horrendous, causing a lot of dust in her home <br />and her child has severe allergies, which would present further hazard. <br />Her family enjoys living in the country, but do not like getting the <br />aroma from the hog farm and hope they don't have to be concerned with <br />aroma from landfill too. John Wade stated he lives close to the exist- <br />ing landfill and owns 82 acres off the county road that would be used <br />as access to the proposed landfill. He doesn't want a landfill near <br />his property. He followed behind a truck that had trash falling out of <br />it going to the present landfill and he doesn't know how the City would <br />rectify the trash problem at the proposed landfill and suggested the <br />City look at the Yarrington at 35 property for a landfill. Mayor Crad- <br />dock advised him that property was unacceptable, as there was not enough <br />gravel underlay and did not meet Health Department requirements. A. C. <br />Gonzalez stated that Judge Scott had stated his main concern, and the <br />City of San Marcos' main concern, is to protect the environment and <br />find a landfill site that wouldn't endanger groundwater supplies. The <br />proposed site has a lot of clay and shell in the soil to great depths <br />which would serve to protect the groundwater supplies. William Gibson <br />stated he has lived in Prairie Lea for 50 years and has watched the <br />quality of the river deteriorate, mainly because of the City of San <br />Marcos' inefficient sewer disposal system. He feared the proposed <br />landfill site would contribute to contamination of the underground <br />water system. Mayor Craddock stated the City of San Marcos doesn't <br />want to pollute anybody's water or do anything to deteriorate the <br />environment and the Texas Department of Health would not certify a <br />landfill if there were any possibility of runoff or groundwater sup- <br />plies being polluted. Judge Scott asked for the word of the Council <br />to put as much effort into looking for other sites as they had put <br />into this site and to make that information available to the public. <br />A. C. Gonzalez stated there is a meeting scheduled January 28 with <br />Judge Scott to investigate alternatives and that a good faith effort <br />was being made to do so. Judge Scott asked if the Council would can- <br />cel this application and Mayor Craddock said they would not until such <br />time as an' acceptable alternative site was available and Berry James <br />reminded Judge Scott that the City of San Marcos had a short time on <br />the present landfill. Robby Robbins stated he was representing five <br />persons who owned property near the landfill site.
