<br />24 <br /> <br />Special Meeting <br /> <br />January 18, 1982 <br /> <br />Page 3 <br /> <br />Mr. James then moved that in Section 14 1/2 - 4A(1) amendment be made <br />excluding the Central Business District from these provisions and Mrs. <br />Norris seconded the motion, which passed unanimously. <br /> <br />The Council then voted unanimously in favor of approval of the Ordin- <br />ance on first reading. <br /> <br />Mayor Craddock introduced for consideration approval of a proposed ar- <br />rangement with National Supply Company to construct a $20 million in- <br />dustrial site adjacent to the City (78 1/4 acres on Hunter Road) and <br />consider direction to be taken by the Staff to implement the project. <br />National Supply Company's request is that the City pay for the overage <br />for the extension of utility service to its property and not annex <br />them into the City prior to February, 1983. Mr. Gayle Ross, who will <br />be the Plant Manager for San Marcos Valve stated they would employ ap- <br />proximately 250 employees by 1983, who will be hired locally. Their <br />initial investment will be at least $20 million and will increase this <br />in time. Operation is anticipated to begin the latter part of July and <br />actually start producing their product of oilfield valves towards the <br />end of the year. They have made ample provisions not to pollute the <br />air or cause noise pollution, which will be confined within the build- <br />ing. Eleven acres will actually be used for the business. San Marcos <br />Valve will be a division of National Supply Company, which is a divi- <br />sion of Armco. In answer to Mayor Craddock's question concerning a <br />booster pump, City Manager Gonzalez stated that the company would be <br />paying for the booster pump to get the pressure they desired for their <br />operation. <br /> <br />Mrs. Norris moved that Staff enter into an ~reement with National Sup- <br />ply Company according to the terms as stated in the letter of July 22, <br />1981 (attached to these minutes) and Mr. Kreczmer seconded the motion, <br />which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval to appropriate <br />$5,000 from Contingency Funds for the dredging of the San Marcos <br />River and the associated permits and preparation of permits. Mrs. <br />Norris moved to approve appropriation of $5,000 from contingency <br />funds and Mr. James seconded the motion. Mr. John Stokes advised <br />the Council Mr. Ray Katowski dredged the river three years ago, and <br />that the river would need to be dredged annually to remove the block- <br />age from the river that was being caused from erosion, if the erosion <br />problem was not taken care of. Mayor Craddock stated the erosion <br />problem was being addressed in Ordinances going through readings <br />with the Council at this time. The Council then voted unanimously <br />in favor of Mrs. Norris' motion. <br /> <br />During the question and answer session, Judge Leonard Scott and approxi- <br />mately 30 residents of the Martindale area were present who wanted to <br />express opposition to the proposed landfill site in Martindale. Judge <br />Scott expressed a strong desire of the Martindale residents to consider <br />alternative sites closer to the San Marcos area for the landfill. Mr. <br />Hilburn Norris who lives south of the proposed landfill site stated <br />he thought 80% of the runoff of the landfill would go across his property <br />and pollute his stock tanks and blowing trash would go onto his property, <br />as well as be all along the road. Kelley Kilber stated 50% runoff from <br />the landfill would go across Mr. Norris' property, as that was a fact of <br />nature, but it was not necessarily true that the landfill would pollute <br />the runoff. Mr. Norris stated it would decrease the value of his pro- <br />perty. Bill Colburn referred to an article in the paper stating the <br />residents of Martindale and Caldwell County needed to be educated as <br />to their needs for a dump, and stated they had a dump. Mr. Kilber said <br />that dump would be out of business in 2 1/2 years and Lockhart's dump <br />in 3 years. Hr. Colburn lives on River Road 2 1/2 miles from dump and <br />was concerned that the traffic on Highway 80 would double and cause <br />traffic problems at the intersections, and that he would be able to <br />smell the dump at his home during the summertime. Mr. Kilber said <br />he would not smell the dump 2 1/2 miles away, and Mayor Craddock stated <br />we had no complaints from the neighbors smelling the dump at the present <br />dump. Tom Kelly lives on Highway 80 and the proposed landfill would be <br />in his backyard. He moved from Houston to this area to ~aise his family. <br />The landfill would kill the value of his property and force him to move. <br />
