Raymond Johnson (reappointment) and Fred Guerra (reappointment) re- ceived five votes each. The five new members (or reappointments) of the Central Texas Higher Education Authority are Valentin Almen- darez, Frank T. Arredondo, John Dorbandt, Raymond Johnson and Fred Guerra. Mayor Craddock introduced for consideration an appointment to fill an unexpired term on the Ethics Review Commission. Mrs. Norris moved that Brenda Smith be appointed and Mr. Brown seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration two appointments to the Environmental Advisory Board to fill vacancies. The names placed in nomination prior to the Council meeting were Gwen Smith, Dr. Ed Mer- rick and Dr. Willard (Pete) Young. Mayor Craddock introduced for consideration an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ADOPTING A CHAPTER TO BE ADDED TO THE CODE OF ORDINANCES OF SAID CITY, SAID CHAPTER TO BE ENTITLED "HILLSIDE DEVELOPMENT ORDINANCE" AND TO BE NUMBERED "APPENDIX F", SETTING REQUIREMENTS FOR HILL- SIDE DEVELOPMENT IN SAID CITY; ESTABLISHING THE BUR- DEN OF PROOF; DEFINING TERMS; REQUIRING REPORTS AND PLANS FOR EROSION AND SEDIMENTATION CONTROL IN SAID AREA; REQUIRING CERTIFICATION OF SAID PLANS BY A REGISTERED PROFESSIONAL ENGINEER; PROVIDING FOR RUN- OFF ATTENUATION; SETTING STANDARDS FOR OVERLAND FLOW AND NATURAL DRAINAGE; SETTING STANDARDS FOR WASTEWATER COLLECTION AND DISPOSAL SYSTEMS IN SAID AREA; SETTING STANDARDS FOR STREETS AND DRAINAGE STRUCTURES IN SAID
