The five new members (or reappointments) <br />of the Central Texas Higher Education Authority are Valentin Almen- <br />darez, Frank T. Arredondo, John Dorbandt, Raymond Johnson and Fred <br />Guerra. <br /> <br />Mayor Craddock introduced for consideration an appointment to fill <br />an unexpired term on the Ethics Review Commission. Mrs. Norris moved <br />that Brenda Smith be appointed and Mr. Brown seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Craddock introduced for consideration two appointments to the <br />Environmental Advisory Board to fill vacancies. The names placed in <br />nomination prior to the Council meeting were Gwen Smith, Dr. Ed Mer- <br />rick and Dr. Willard (Pete) Young. The two appointments to fill the <br />unexpired vacancies on the Environmental Advisory Board are Dr. Ed <br />Merrick and Dr. Willard (Pete) Young. <br /> <br />Mayor Craddock introduced for consideration an Ordinance on second <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, ADOPTING A CHAPTER TO BE ADDED TO THE <br />CODE OF ORDINANCES OF SAID CITY, SAID CHAPTER TO BE <br />ENTITLED "HILLSIDE DEVELOPMENT ORDINANCE" AND TO BE <br />NUMBERED "APPENDIX F", SETTING REQUIREMENTS FOR HILL- <br />SIDE DEVELOPMENT IN SAID CITY; ESTABLISHING THE BUR- <br />DEN OF PROOF; DEFINING TERMS; REQUIRING REPORTS AND <br />PLANS FOR EROSION AND SEDIMENTATION CONTROL IN SAID <br />AREA; REQUIRING CERTIFICATION OF SAID PLANS BY A <br />REGISTERED PROFESSIONAL ENGINEER; PROVIDING FOR RUN- <br />OFF ATTENUATION; SETTING STANDARDS FOR OVERLAND FLOW <br />AND NATURAL DRAINAGE; SETTING STANDARDS FOR WASTEWATER <br />COLLECTION AND DISPOSAL SYSTEMS IN SAID AREA; SETTING <br />STANDARDS FOR STREETS AND DRAINAGE STRUCTURES IN SAID <br />
