Mr. Farr moved Elida Mendez <br />represent the City of San Marcos and Mr. Kreczmer seconded the mo- <br />tion. On roll call the following vote was recorded: <br /> <br />AYE: Brown, Farr, Kreczmer, Craddock, Norris. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Mendez. <br /> <br />Mayor Craddock introduced for consideration one appointment to fill <br />a vacancy on the Parks and Recreation Board. Mr. Farr moved the two <br />names submitted to the City Secretary prior to the meeting be placed <br />in nomination: Mrs. Ann (Jim) Cauthorn and Ollie Giles. Mr. Kreczmer <br />seconded the motion, which passed unanimously. On roll call the follow- <br />ing vote was recorded: <br /> <br />BROWN: Giles. <br />FARR: Giles. <br />KRECZMER: Giles. <br />CRADDOCK: Cauthorn. <br />MENDEZ: Cauthorn. <br />NORRIS: Cauthorn. <br /> <br />Since neither nomination received a majority vote of at least four, <br />Mrs. Norris moved the appointment be tabled until a full Council <br />could vote on the appointment and Mr. Farr seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Craddock introduced for consideration what matters the Council <br />wanted to submit to the Texas Municipal League pertaining to needed <br />new state legislation that would help the City of San Marcos. Mayor <br />Craddock stated she would like to see Senator Doggett's recommendation <br />that cities having sizeable tax exemption properties be compensated in <br />some manner by the state by payments in lieu of taxes since about 40% <br />of the City of San Marcos is tax exempt properties. Mr. Farr stated <br />he would like the state legislature to consider container legislation <br />which would aid in our solid waste management problems, such as the <br />State of Oregon, in which there is placement on every aluminum can <br />of ten cents deposit and return. Ail containers have a deposit and <br />return fee, which would help immensely because they would be recycled. <br /> <br />Mrs. Norris moved these two suggestions be submitted to the Texas Muni- <br />cipal League and Mr. Farr seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE SALE BY THE CITY OF <br />SAN MARCOS, TEXAS, OF A 54,600 SQUARE FOOT PARCEL <br />OF LAND OUT OF THE J. M. VERAMENDI SURVEY NO. 2, HAYS <br />COUNTY, TEXAS, TO THE TEXAS DEPARTMENT OF PUBLIC SAFETY; <br />AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE A SPECIAL <br />WARRANTY DEED TO THE STATE OF TEXAS ACTING THROUGH THE <br />TEXAS DEPARTMENT OF PUBLIC SAFETY AND DECLARING AN EMER- <br />GENCY. <br /> <br />Mrs. Mendez moved for the adopt~n of the Ordinance and Mr. Farr second- <br />ed the motion, which passed unanimously. <br /> <br /> <br />
