Mrs. Norris
moved award be made to Kustom Electronics for two radar units and
Mrs. Mendez seconded the motion, which passed unanimously.

Mayor Craddock introduced for consideration discussion and approval
of 1982-1983 budget information. The departments heads made a short
presentation on the requests for additional personnel in the new bud-
get year. Wayne Moore and Earl Williams made a presentation on the
revenues that could be generated with various utility rate increases.
Bill Harrison of First Southwest advised the Council based on the
projected income of $458,000 in the 1981-1982 fiscal year, the City
could legally issue $1,378,000 revenue bonds. The capacity could rise
if interest rates lowered. The projection of $1,378,000 revenue bonds
was based on 20-year bonds, at 13% interest, with the City maintaining
its present BAA1 rating. The City's bonding capacity for general obliga-
tion tax bonds would be approximately $20,000,000.

The meeting adjourned at 10:15 p.m. on motion of Mr. Brown and seconded
by Mr. Moore.

K~rl W.
