77 <br /> <br />Regular Meeting <br /> <br />July 26, 1982 <br /> <br />Page 5 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING A LEASE WITH BUTTERNUT ELEC- <br />TRONICS COMPANY, INC. FOR PREMISES LOCATED AT THE SAN <br />MARCOS MUNICIPAL AIRPORT FOR THE PURPOSE OF MANUFACTUR- <br />ING AND SELLING RADIO ANTENNAS; AUTHORIZING THE MAYOR <br />TO EXECUTE SAID LEASE AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved for the adoption of the Resolution to get it on the <br />table for discussion and Mr. Kreczmer seconded the motion. Mr. Moore <br />moved the terms of the Lease be amended for a lease period of one year <br />rather than five years beginning sixty days after the date of execu- <br />tion of the Lease and Mr. Brown seconded the motion. Mr. Don Newcomb, <br />President of Butternut Electronics, stated they had leased the premises <br />for two years and had made capital improvements to the leased premises <br />and would like to have a 5-year lease period and expand their opera- <br />tion. Council Member Moore stated the City needed to analyze the <br />value of the property for lease purposes and for this reason felt <br />the City needed to enter into a one-year lease. Mr. Farr then moved <br />the Resolution be tabled until such time as the City has obtained <br />appraisals of the lease property as FAA has requested we obtain, and <br />for this matter to come before the Council at the next regular meet- <br />ing after the information is available, and Mrs. Mendez seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration a review of a proposed <br />Ordinance pertaining to the composition of the new membership of the <br />Planning and Zoning Commissions. Mrs. Norris moved that Article VI, <br />Section 2-103 (City Planning Commission) of the proposed Ordinance <br />read as follows: ". . . Said commission shall consist of seven <br />(7) members to be appointed by the city council to ensure broad re- <br />presentation and expertise." Mayor Craddock then moved to add the <br />following language to Mrs. Norris' motion: " . , including such <br />areas of experience as community planning, environmental protection, <br />building and development and finance," and Mr. Brown seconded the <br />motion, which passed unanimously. Mrs. Norris then moved Article VI, <br />Section 2-104 (City Zoning Commission) of the proposed Ordinance <br />read as follows: " .... Said commission shall consist of seven <br />(7) members to be appointed by the city council to ensure broad re- <br />presentation and expertise, including such areas of experience as <br />community planning, environmental protection, building and develop- <br />ment and finance," and Mr. Kreczmer seconded the motion, which passed <br />unanimously. Further discussion considered a neighborhood association <br />representative be included in the membership, but the Council decided <br />this would be singling out a specific group to incorporate such a re- <br />presentative in the Ordinance and preferred not to single out any <br />specific groups to be represented, rather to leave the membership <br />as broad as possible to give more opportunity for citizens to be in- <br />volved in the Commissions. <br /> <br />Mayor Craddock introduced for consideration approval of payment from <br />contingency funds for a water system at Juan Martin de Veramendi Plaza <br />and Memorial Grove, as requested by The Heritage Association of San <br />Marcos. Since the contingency fund account is low, Finance Director <br />Earl Williams proposed the Council consider funding such a sprinkler <br />system out of revenue sharing funds expected in the new budget year. <br />Mr. Kreczmer asked if the Public Works Department could help get this <br />area through the dry, hot summer. Public Works Director George Boeker <br />indicated the water system there was in need of replacement rather than <br />repair. Fire Chief Oscar Carpenter stated he could send a watering <br />truck to this area on a temporary basis. Mr. Stovall indicated 300 <br />feet of new hoses and 8 or 10 lawn sprinklers could help the situation. <br />Mrs. Norris asked for the details to be worked out with Staff. Mayor <br />Craddock moved the matter be tabled pending revenue sharing funds in <br />the new budget year and Mrs. Norris seconded the motion, which passed <br />unanimously. <br /> <br /> <br />
