The Planning and Zoning <br />Commission recommended denial of the request for zoning change be- <br />cause it would cause increased traffic in the area and would be <br />spot zoning on that block. In order for the Ordinance before the <br />Council to be approved on first reading, it would require five <br />votes in favor of the zoning change. Mrs. Norris moved to disap- <br />prove the Ordinance on first reading and Mr. Brown seconded the mo- <br />tion. On roll call the following vote was recorded: <br /> <br />AYE: Brown, Farr, Craddock, Moore, Norris. <br /> <br />NAY: Kreczmer, Mendez. <br /> <br />ABSTAIN: None. <br /> <br />The Zoning Ordinance failed to be approved on first reading. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency, the caption which was read as follows: <br /> <br />ORDINANCE AUTHORIZING THE ISSUANCE OF CERTIFICATES <br />OF OBLIGATION. <br /> <br />The maximum amount of certificates of obligation to be issued is not <br />to exceed $190,000.00, and the purpose of the certificates is to pay <br />contractual obligations for additions and improvements to the City's <br />waterworks and sewage system. Mrs. Norris moved for the adoption of <br />the Ordinance and Mrs. Mendez seconded the motion, which passed unani- <br />mously. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING CHAPTER 21, ENTITLED "PUBLIC <br />SAFETY," OF THE CODE OF ORDINANCES OF SAID CITY TO <br />ELIMINATE THE POSITION OF DIRECTOR OF PUBLIC SAFETY; <br />TO ABOLISH THE CONCEPT OF A DIVISION OF PUBLIC SAFETY; <br />TO SPECIFY TERMINOLOGY FOR DEPARTMENT HEADS; AMENDING <br />SECTIONS 10-17 AND 10-18 OF SAID CODE TO SPECIFY SUPER- <br />VISOR OF FIRE MARSHAL; REPEALING CONFLICTING ORDINANCES; <br />PROVIDING FOR SEPARABILITY AND DECLARING AN EMERGENCY. <br /> <br />Mr. Kreczmer moved for the adoption of the Ordinance and Mr. Moore se- <br />conded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE CODE OF ORDINANCES OF <br />SAID CITY TO PROHIBIT THE POSSESSION OF BURNING TO- <br />BACCO PRODUCTS AND THE SMOKING OF TOBACCO WITHIN THE <br />CITY OF SAN MARCOS COUNCIL CHAMBERS; PROVIDING FOR <br />NOTICE; PROVIDING FOR FACILITIES FOR EXTINGUISHMENT <br />OF SMOKING MATERIALS; SETTING A PENALTY AND DECLARING <br />AN EMERGENCY. <br /> <br />Mr. Brown moved for the adoption of the Ordinance and Mrs. Mendez se- <br />conded the motion, which passed unanimously. <br /> <br /> <br />
