43 Regular Meeting June 14, 1982 Page 3 Mayor Craddock introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEP- TEMBER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- CAL YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON SEPTEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EF- FECTIVE DATE. Mrs. Mendez moved for approval of the Ordinance on first reading and Mrs. Norris seconded the motion. Mayor Craddock then moved to amend the Ordinance to be adopted on emergency and Mr. Farr seconded the motion, which passed unanimously. The City Secretary then read into the record the amendments. The caption would be amended to change the last two words of the caption "EFFECTIVE DATE" to read "EMERGENCY"; and SECTION 3 would be amended to read as follows: "That the importance of this Ordinance creates an emergency and an imperative purpose necessary that the provisions of the charter requiring that ordinances shall be read at three separ- ate meetings and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passage be suspended, and these provisions are hereby suspended, and this or- dinance shall take effect and be in full force and effect from and after its adoption and publication in a newspaper of general circula- tion within the City." The Council then voted on the adoption of the Ordinance, which passed unanimously. Mayor Craddock introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ARTICLE IV OF CHAPTER TWO OF THE CODE OF ORDINANCES OF SAID CITY TO DESIGNATE A PORTION OF SAN ANTONIO STREET OF SAID CITY AS A HISTORICAL DISTRICT; PROVIDING PROCEDURES FOR THE IS- SUANCE OF BUILDING PERMITS AND ESTABLISHING A BOARD OF REVIEW CONTROLLING THE DEMOLITION OF STRUCTURES WITHIN SAID DISTRICT; ESTABLISHING STANDARDS AND GUIDELINES; PROVIDING A PENALTY; PROVIDING FOR SEVER- ABILITY AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved to approve the Ordinance on first reading and Mr. Kreczmer seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Kreczmer, Craddock, Moore, Norris.
