43 <br /> <br />Regular Meeting <br /> <br />June 14, 1982 <br /> <br />Page 3 <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEP- <br />TEMBER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE <br />OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT <br />OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- <br />CAL YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON <br />SEPTEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE <br />VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE <br />SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- <br />ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EF- <br />FECTIVE DATE. <br /> <br />Mrs. Mendez moved for approval of the Ordinance on first reading and <br />Mrs. Norris seconded the motion. <br /> <br />Mayor Craddock then moved to amend the Ordinance to be adopted on <br />emergency and Mr. Farr seconded the motion, which passed unanimously. <br />The City Secretary then read into the record the amendments. The <br />caption would be amended to change the last two words of the caption <br />"EFFECTIVE DATE" to read "EMERGENCY"; and SECTION 3 would be amended <br />to read as follows: "That the importance of this Ordinance creates <br />an emergency and an imperative purpose necessary that the provisions <br />of the charter requiring that ordinances shall be read at three separ- <br />ate meetings and that no ordinance shall become effective until the <br />expiration of ten (10) days following the date of its final passage <br />be suspended, and these provisions are hereby suspended, and this or- <br />dinance shall take effect and be in full force and effect from and <br />after its adoption and publication in a newspaper of general circula- <br />tion within the City." <br /> <br />The Council then voted on the adoption of the Ordinance, which passed <br />unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ARTICLE IV OF CHAPTER TWO <br />OF THE CODE OF ORDINANCES OF SAID CITY TO DESIGNATE <br />A PORTION OF SAN ANTONIO STREET OF SAID CITY AS A <br />HISTORICAL DISTRICT; PROVIDING PROCEDURES FOR THE IS- <br />SUANCE OF BUILDING PERMITS AND ESTABLISHING A BOARD <br />OF REVIEW CONTROLLING THE DEMOLITION OF STRUCTURES <br />WITHIN SAID DISTRICT; ESTABLISHING STANDARDS AND <br />GUIDELINES; PROVIDING A PENALTY; PROVIDING FOR SEVER- <br />ABILITY AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to approve the Ordinance on first reading and Mr. <br />Kreczmer seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: Brown, Farr, Kreczmer, Craddock, Moore, Norris. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Mendez. <br /> <br />Mayor Craddock introduced for consideration the adoption of a Resolu- <br />tion, the caption which was read as follows: <br /> <br /> <br />
