City Council Meeting Minutes November 16, 2021 <br />Position #7: Lou Shell, Precinct 3 Hays County Commissioner <br />Position #8: Erin Zwiener, State Representative or her Designee <br />Position #9: Donna Campbell, State Senator or Designee <br />Following a roll call vote, all members were appointed to serve. <br />For: 6 - Mayor Hughson, Council Member Baker, Mayor Pro Tem Scott, Deputy Mayor Pro <br />Tem Garza, Council Member Gleason and Council Member Prather <br />Against: 0 <br />Absent: 2 - Derrick and Council Member Gonzales <br />21. Discuss and consider appointment and/or reappointment to Position Five, confirm Hays <br />County appointment to Position Three and appoint a Chair to the Tax Increment Reinvestment <br />Zone (TIRZ) No. 5 (Downtown) Board of Directors, and provide direction to Staff. <br />The following people were nominated to serve on the Tax Increment <br />Reinvestment Zone #5: <br />Position#1 Mayor Hughson <br />Position #5 Kyle Mylius (mutually agreed upon between the city and county) <br />Position #3 Commissioner Debbie Gonzales-Ingalsbe <br />Council Member Prather rescued himself on this item due to his employment <br />with Hays County. <br />Following a roll call vote, all members were appointed to serve. <br />22. Consider appointments to fill vacancies on the Comprehensive Plan Rewrite Steering <br />Committee charged with assisting in the City's Comprehensive Plan rewrite and provide <br />direction to Staff. <br />Council Member Gleason nominated Planning and Zoning Commission <br />Member, Amy Meeks to continue serving on the Comprehensive Plan Rewrite <br />Steering Committee. Council agreed to leave Ms. Meeks on the Committee. <br />Mayor Pro Tem Scott and Baker volunteered, Mayor Pro Tem Scott received a <br />majority of votes and was appointed to serve on the committee. <br />Deputy Mayor Pro Tem Garza nominated Jessica Cruz for the community <br />member. <br />Council Member Gleason nominated Rick Henderson. <br />Following a roll call vote, Jessica Cruz received a majority of the votes and was <br />appointed to serve on the committee. <br />For: 6 - Mayor Hughson, Council Member Baker, Mayor Pro Tem Scott, Deputy Mayor Pro <br />Tem Garza, Council Member Gleason and Council Member Prather <br />City of San Marcos Page 13 <br />
