City Council Meeting Minutes November 16, 2021 <br />Against: 0 <br />Absent: 2 - Derrick and Council Member Gonzales <br />23. Consider approval, by motion, and hold discussion regarding the proposed 2022 City Council <br />Meeting Schedule, and provide direction to Staff. <br />A motion was made by Mayor Hughson, seconded by Mayor Pro Tem Scott, <br />to table item #23 until after item #25. <br />The motion carried by the following vote: <br />For: 6 - Mayor Hughson, Council Member Baker, Mayor Pro Tem Scott, Deputy Mayor Pro <br />Tem Garza, Council Member Gleason and Council Member Prather <br />Against: 0 <br />Absent: 2 - Derrick and Council Member Gonzales <br />24. Hold discussion regarding archaeological surveys and artifact preservation strategies for public <br />and private development projects and provide direction to the City Manager. <br />Shaun Condor, Assistant Director of Capital Improvements, provided a brief <br />introduction regarding the Capital Improvement Project (CIP) archeological <br />review process on State and Federal requirements. <br />He stated under State requirements the city is required to notify the Texas <br />Historical Commission (THC) prior to commencing any project on public land <br />that may affect archeological sites that involve five or more acres of ground <br />disturbance; 5,000 or more cubic yards of earth moving, occur in a historic <br />district or other designated historic site; or affect a recorded archeological site. <br />The city hires a consultant that does a desktop survey that is submitted to the <br />THC with their recommendation. He mentioned that THC has 30 days to <br />concur or provide an alternative recommendation. <br />Mr. Condor mentioned Federal requirements are similar to the State <br />requirements but the difference is that it is required for compliance in Section <br />106 of the National Historic Preservation Act of 1966. He stated the <br />archeological review is still coordinated through the THC and all projects, <br />regardless of funding, will be required to meet the same federal and state <br />requirements. The state and federal process just document the process <br />differently. He stated the city will comply with the THC recommendation on <br />both federally & non -federally funded projects. <br />Amanda Hernandez, Assistant Director of Planning and Development Services <br />stated the code does not include archeological review process for private <br />City of San Marcos Page 14 <br />
