City Council Meeting Minutes November 16, 2021 <br />Tem Scott, to approve Resolution 2021-231R. The motion carried by the <br />following vote: <br />For: 6 - Mayor Hughson, Council Member Baker, Mayor Pro Tem Scott, Deputy Mayor Pro <br />Tem Garza, Council Member Gleason and Council Member Prather <br />Against: 0 <br />Absent: 2- Derrick and Council Member Gonzales <br />16. Receive a Staff presentation and hold a Public Hearing to receive comments for or against <br />Resolution 2021-232R, approving a fifth amended and restated Development Agreement with <br />Lazy Oaks Ranch, LP and its partial assignees in connection with the La Cima Development <br />near the intersection of Old Ranch Road 12 and Wonder World Drive that adds Film and <br />Television Production Facilities as a permitted use and establishes associated development <br />standards; authorizing the City Manager, or his designee, to execute the agreement on behalf <br />of the City; and providing an effective date, and consider approval of Resolution 2021-232R. <br />Amanda Hernandez, Assistant Director of Planning and Development Services <br />provided a brief presentation regarding the development agreement for the <br />Lazy Oaks Development which was later named La Cima. She stated on <br />September 16, 2014, City Council approved an amendment to the development <br />agreement which provided for the annexation of more than 2,000 additional <br />acres. The second amendment to the agreement occurred on May 15, 2018 <br />which increased the acreage and total number of dwelling units from 2,400 to <br />2,800. She mentioned on August 18, 2020, City Council approved a third <br />amendment to the agreement to include an additional 129.38 acres and to <br />change the maximum amount of multi -family allowed to be based off the <br />number of units instead of acres. The purpose of this fifth amendment is to <br />add Film and Television Production Facilities (FTPF) as a permitted use and to <br />establish development standards for the same. <br />Mayor Hughson opened the Public Hearing at 6:34 p.m. <br />Those who spoke: <br />Eric Willis, applicant, spoke in favor of the project. He stated he is available to <br />answer questions. <br />There being no further speakers, Mayor Hughson closed the Public Hearing at <br />6:35 p.m. <br />A motion was made by Mayor Pro Tem Scott, seconded by Council Member <br />Gleason, to approve Resolution 2021-232R. <br />Council Member Baker inquired about the comparable tax values on the <br />current community commercial zoning versus the change that is being <br />City of San Marcos Page 7 <br />
