City Council Meeting Minutes December 15, 2021 <br />amendments on the changes from the City. <br />Chief Standridge provided the two amendments from the SMCISD Board of <br />Trustees. <br />He stated in 5.0 Duties of School Resources Officers under section 5.4 <br />SMCISD board requests a strikethrough, after "situations" the words. "such <br />as students suspected of engaging in criminal misconduct". Section 5.4 will <br />read as follows: "To counsel public school students in special situations, when <br />the officer deems it necessary or it is requested by the Principal or the <br />Principal's designee or the SMCISD Superintendent, or the Superintendent's <br />designee. Any such counseling will be conducted with a minimum of two <br />people present in addition to the recipient of the counseling." <br />The second amendment from the school board was in section 12.0 Evaluation <br />under section 12.1 the school board inserted, after the word "caregivers" the <br />words "staff, and students" and 12.1 will read as follows: "The SMCISD shall <br />create a mechanism by which to collect feedback from caregivers, staff, and <br />students regarding the SRO program." <br />The motion carried by the following vote: <br />For: 7 - Mayor Hughson, Council Member Baker, Council Member Gonzales, Mayor Pro <br />Tem Scott, Deputy Mayor Pro Tem Garza, Council Member Gleason and Council <br />Member Prather <br />Against: 0 <br />22. Hold discussion regarding the Ethics Review Commission Recommendation Resolution <br />2021-3, related to a Code Amendment that would add a definition for "Fair Market Value" <br />Michael Cosentino, City Attorney stated The San Marcos Code of Ethics <br />requires annual financial disclosures by city officials and council appointees <br />for the prior calendar year. The information to be included on financial <br />disclosure forms includes the fair market value of real property, but the code <br />currently provides no definition of that term. The Ethics Review Commission <br />has recommended a code amendment to define fair market value as the <br />appraised value of the property listed on the most recent appraisal roll of the <br />county in which the property is located. We need to ensure that it states <br />December 31 of the prior calendar year. <br />Mayor Pro Tem Scott inquired why is this coming up now. Jonathan Lollar, <br />Chair for Ethics Review Commission stated we focus every year to have the <br />financial disclosure form user friendly and more clear. There were questions <br />among members on what the fair market value means and the commission <br />decided to give a definition to eliminate further confusion in the future. <br />City of San Marcos Page 14 <br />
