City Council <br />Meeting Minutes December 15, 2021 <br />Mayor Hughson suggested that we state "Appraisal District Value" since that <br />is the value proposed to be used. <br />Council held further discussion and consensus is to bring back an action item <br />at a future agenda. The Ethics Review Commission will review and make <br />changes. <br />23. Hold discussion regarding the Ethics Review Commission Recommendation Resolution <br />2021-1, a code amendment to require disclosure of an interest in real property occupied by a <br />City Official or a family member of as a residence. <br />Michael Cosentino, City Attorney stated currently in Section 2.463(a)(4) of the <br />San Marcos City Code requires city officials to disclose their financial interest <br />in real property that they own or rent. The Ethics Review Commission has <br />recommended a code amendment to also require disclosure of interests in real <br />property that city officials have as occupants even if they do not own the <br />property or pay rent to the owner for the privilege of living there. <br />Mayor Pro Tem Scott asked Chair Lollar what was the reasoning for this item. <br />Chair Lollar stated in the past there has been a discrepancy with missing <br />information in the case of collecting data on an individual who does not own <br />their home, nor pays rent. They need to know the location of where the person <br />lives for the same reasons they need to know owners and those who rent — is <br />there an issue with agenda items that are concerning properties nearby. It is a <br />matter of equity. <br />Council held discussion and consensus is to bring back an action item at a <br />future agenda. <br />24. Hold a discussion regarding additional funding for outreach ministry to First Baptist NBC, and <br />provide direction to the City Manager. <br />Mayor Hughson stated at the last meeting council moved funds from one <br />applicant to another given to cover the <br />PALS item with the conditions that PALS meet the minimum requirements. <br />She would like to restore the funding that was reduced at the last meeting. She <br />suggested for each council member to pull $1,000 from the travel account and <br />that she can pull $8,000 from her travel account. She does not intend for <br />anyone to give up any travel they have already planned. We usually have travel <br />left over at the end of the fiscal year. She stated we can also pull some money <br />from the council related items account. <br />Deputy Mayor Pro Tem Garza stated the travel budget and expenses covers <br />City of San Marcos Page 15 <br />
