City Council Meeting Minutes December 15, 2021 <br />revised with safe options. He expressed concern that many roads are too <br />dangerous. He would like to see the city build a healthier more accessible more <br />appealing community for tourists and for residents. He thanked Council for <br />their support and providing transportation choice in San Marcos. <br />Dianne Wassenich, spoke regarding the Habitant Conservation Plan (HCP). <br />She stated it's been roughly 15 years of the HCP had gone by and a great deal <br />of information has been forgotten. She mentioned that the legislature ordered <br />an HCP and how other agencies came together and worked for eight years <br />arguing over the science, the studies and the computer models and finally came <br />up with a plan with other stakeholders and the City signed onto the agreement. <br />The work has been continuing. She stated without HCP there would be no <br />assurance that the river would flow during a drought like in the 1950s. Ms. <br />Wassenich provided Council a handout with the information on what San <br />Marcos had to do to be part of this project along with the bank and aquatic <br />work along with the consequences if we destroyed the plantings that the City <br />only gets paid to do one time. <br />Katie Deolloz, spoke regarding bicycle safety infrastructure. She shared a <br />recent experience riding on a non -protected bike lane in a transition zone, she <br />stated a young man driving an SUV backed into her. She expressed concern <br />with the transition zones in the areas that are not protected for people riding <br />bicycles which makes bicyclists vulnerable. She would like Council to look at <br />plans and implement bike infrastructure and not a stripe of white paint that <br />makes a bike lane. Ms. Deolloz mentioned when she sees a sharrow she feels <br />the community who put that doesn't care about bicyclists. She would like <br />Council while reviewing the plans to keep bicyclists in mind. <br />Lisa Marie Coppoletta, expressed concern that the city funded a church who <br />applied and they city should follow the separate of church and state. She <br />expressed concern with the process on how Human Services Advisory Board <br />funded organizations. She stated the taxpayers should not be paying for <br />churches and it is not fair for other religions who didn't apply for funding. She <br />would like council to table #24 and make it a public hearing. She mentioned <br />there were board members lobbying for other organizations. <br />PRESENTATIONS <br />1. Receive a presentation from Deloitte and Touche, LLP on the Community Development Block <br />Grant -Disaster Recovery (CDBG-DR) Quarterly Internal Audit Report, and provide direction to <br />Staff. <br />Marie Kalka, Finance Director introduced the speakers. <br />City of San Marcos Page 2 <br />
